DISCUSSION
One Lake Holding LLC, (Developer) has completed all the required improvements in accordance with the improvement agreement adopted by the City Council on March 1, 2022, by Resolution No. 2022-36.
The project extended Lake Club Drive from Planning area 4 into Planning Area 5 of the Train Station Specific Plan (TSSP). These improvements were required to provide the necessary pedestrian and vehicle access between the two planning areas, and to allow utilities to serve future development in Planning Area 5.
The scope of work inc luded construction of the vehicle bridge structure spanning a State Department of Water Resources (DWR) waterline easement, public roadway improvements, and utility facilities. Utility pipe casings were incorporated into the bridge structure to facilitate extension of existing water, gas, and electric services from Planning Area 4 into Planning Area 5.
Staff have inspected the improvements and found them to be complete in accordance with City standards and the requirements of the improvement agreement. The final punch list was completed on November 7, 2025. The proposed resolution accepts the improvements as being complete, except for the obligation of the Developer to repair or reconstruct defective work for a period of one year after final acceptance.
FINANCIAL IMPACT
Acceptance of the public improvements by the council will obligate the City to maintain the public improvements, including Canon Bridge and the pipe casing water and utility transmission mains.
On-going maintenance shall be funded by the formed TSSP Community Facilities District (CFD) #2018-1 and One Lake Infrastructure CFD #2019-1.
