RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The Human Resources (HR) Department recommends that the City Council approve the amendment of one senior IT analyst position to an information technology manager position within the Information Technology (IT) Department. Additionally, staff recommends amending one vacant senior IT analyst position to an IT analyst II, with the resulting salary savings applied to offset the cost of the proposed upgrade.

DISCUSSION
The IT Department is responsible for delivering critical technology services to all City departments. Among these services, Geographic Information Systems (GIS) play a vital role in supporting planning, public safety, utilities, and community engagement.

Currently, GIS operations are managed under a senior IT analyst classification. However, due to the increasing complexity, strategic importance, and cross -departmental coordination required for GIS initiatives, staff have determined that a higher level of leader ship is necessary to effectively manage these responsibilities.

The proposed IT manager position will lead a small but highly specialized team of GIS professionals. This role will be responsible for:

 Developing and implementing the City’s GIS strategy
 Overseeing GIS data governance and integration across departments  Managing GIS-related projects and vendor relationships  Ensuring alignment with citywide technology goals and initiatives  This reorganization will provide the necessary leadership to elevate the City’s GIS capabilities and ensure long-term sustainability and innovation in this area.  To help offset the cost of this upgrade, the department proposes downgrading the currently vacant Senior IT Analyst position to an Analyst II. This adjustment aligns with the department’s current staffing needs and allows for a more cost -effective allocation of resources.

The proposed upgrade of the senior IT analyst position to an IT manager will result in an increased annual cost of $31,656. To offset this cost, the department proposes downgrading the currently vacant Senior IT Analyst position. The financial breakdown is discussed below:
 Downgrade to IT Analyst II
 Annual savings: $27,323
 Net savings after applying the cost of the upgrade: $4,333

The department recommends proceeding with the downgrade to IT Analyst II, which provides cost savings while still meeting operational needs. The resulting net savings of $ 4,333 will be retained within the department’s existing budget for fiscal year 2025-2026.

Upgrading the Senior Analyst position to an IT manager is a strategic investment in the City’s GIS capabilities. This change will enhance service delivery, improve data-driven decision-making, and ensure the City remains responsive to evolving techno logy needs. Therefore, staff recommend approval of the proposed amendment and associated budget adjustments.

FINANCIAL IMPACT
The proposed upgrade of the senior IT analyst position to an IT manager will not increase staffing costs in the department’s budget.

ALTERNATIVE ACTION
The City Council may choose not to approve this resolution and direct staff to maintain the current senior analyst classification. This option does not provide the level of leadership required to manage the City’s growing GIS needs.

The council may also choose to direct staff to contract out GIS leadership: This approach will have to be negotiated with the Fairfield General Management Association and may result in higher long-term costs and reduced institutional knowledge.
