STATEMENT OF ISSUE
The Human Resources Department (HR) seeks to amend the current terms and conditions and adopt the resolution for the new successor memorandum of understanding (MOU) between the City and Fairfield Fire Managers’ Association (FFMA) to refl ect the amendments made to the agreement as a result of successful bargaining between the parties.
DISCUSSION
In March of 2025 , city management and FFMA representatives began negotiating a successor MOU. The parties came to a negotiated settlement for the successor MOU and the members of FFMA have voted to ratify this new agreement. Management’s approach to negotiation was focused on generating significant savings for the city without compromising essential se rvices.
The immediate impact of approving this MOU is a projected cost of $48,000 over the next two years. While this figure is a cost to the city's general fund budget, the impact is substantially lower than if a cost-of-living was negotiated. This MOU, and the collaborative, good-faith negotiations with which both parties participated, is a proactive step towards securing the city’s financial future. Therefore, staff recommend the City Council adopt the resolution for the successor MOU with FFMA.
The term of the successor MOU begins July 1, 2025, and expires June 30, 2027. The amendments will take effect on the first full pay period following the council adoption of the successor MOU.
Additional amendments to the successor MOU are summarized in the table below:
