STATEMENT OF ISSUE
The adoption of the resolution formally accepts the Cement Hill Water Treatment Plant (Plant) – New Entry Project (Project) as complete.
DISCUSSION
On April 15, 2025, the City Council adopted resolution No. 2025 -56, approving a contract with Ghilotti Brothers, Inc. (Ghilotti Bros.) to relocate the Plant’s entrance to the north end of Dickson Hill Road . The new access point eliminates conflicts with the future roadway expansion and ensures continued safe operations for the Solano Suisun Water Authority (SSWA).
Construction started on July 14, 2025. During the construction of the Project, four change orders and one administrative change order were issued, resulting in a contract adjustment of $59,964.01. The change order s included additional electrical components required for gate operations, extra earthwork associated with increased pond depth, installation of chain-link fencing, and adjusting the height of two valve boxes to meet field conditions.
Of the total change order amount, $20,133.73 was reimbursed by SSWA in accordance with Exhibit A of the Funding Agreement executed September 18, 2025.
Upon Project completion, an administrative change order was processed to reconcile the contact amount, reflecting additions on one bid item. The final punch list items for the Project were completed on November 12, 2025.
The construction authorization for the Project was approved in the amount of $1,140,110.83 which included a total bid of $991,40 0.72 and a 15% contingency of $148,710.11. The final cost for the Project was $ 1,051,364.73, which is approximately 8.48% below the amount authorized for construction.
Following the council’s acceptance of the Project as completed, a notice of completion will be filed with the County of Solano’s Recorders Office.
FINANCIAL IMPACT
After council acceptance, the Solano Irrigation District (SID) will manage the expenses associated with the ongoing maintenance of the Plant entrance . The Public Works Operation Department will maintain the portion of the street that connects to Dickson Hill Road, which will be funded by the General Fund.
