Funding Source: $63,000; Capital Streets Fund
Contact: Ryan Panganiban, (707) 428-7017
RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The proposed amendment will address contract changes resulting from technical modifications necessary to support the National Environmental Policy Act (NEPA) determination for air quality and noise for Jepson Parkway 2B and 2C (Project). As part of this effort, a traffic analysis is required to inform and document the NEPA findings.
The Professional Services Agreement (PSA) originally alloc ated a not -to-exceed amount of $300,00 for the revalidation. Adoption of this resolution authorizes the city manager to execute Amendment No. 1 with LSA Associates, Inc (LSA) to increase the PSA by $27,849.92 and request a management reserve of $35,150.08.
DISCUSSION
In 2022, the City secured a $4 million federal grant to construct widening improvements for Jepson Parkway Phase 2C. As the grant administrator, the Federal Highway Administration (FHWA) requires the City to revalidate the environmental assessment for Phase 2C to ensure the Project remains consistent with the National Environmental Policy Act (NEPA).
Public Works staff are also proceeding with the revalidation of the Environmental Impact Statement (EIS) for Jepson Parkway Phase 2B. Although FHWA does not require revalidation for Phase 2B as the segment is funded with local and developer funds, staff recommend completing this effort to maintain consistency with the overall EIS for Jepson Parkway.
On September 16, 2025, the City Council adopted Resolution No. 2025-185, which authorized the city manager to execute a PSA with LSA to provide environmental services to prepare and submit the necessary documents to FHWA to revalidate and finalize the NEPA documents for the Project.
LSA’s scope of work includes collecting and analyzing data on air quality, noise, biological and hydraulic studies.
LSA is currently performing the environmental services included in the PSA; however, the original scope of work anticipated that the Project’s NEPA -required traffic analysis would be handled under a separate contract and was therefore not included. The initial traffic analysis was completed in 2011 and since that time there have been design revisions to Vanden Road. Vanden Road will continue as a four-lane cross-section; however, the roadway will be slightly realigned to provide an overcrossing over the Union Pacific Railroad tracks. In addition, the construction schedule of the roadway has changed and portions of the Fairfield Train Station Specific Plan, such as the One Lake Development, have been constructed, changing existing volumes.
To maintain efficiency and streamline coordination, staff determined that it would be more effective for LSA to subcontract directly with Fehr & Peers to complete the traffic analysis as part of the overall NEPA effort. The City has used Fehr and Peers on other projects, and they are familiar with the City’s need s. At the City’s request, and to keep momentum on the environmental review, both LSA and Fehr & Peers agreed to begin work on the traffic analysis prior to execution of a formal amendment.
This amendment is now necessary to reconcile funds already expende d and to increase the PSA budget to fully incorporate the traffic analysis within LSA’s scope of work. Following the council’s approval, LSA will continue preparing the Project’s traffic analysis to support completion of the NEPA environmental review.
FINANCIAL IMPACT
The total contract authorization amount will be updated to $363,000, which includes the original contract amount of $300,000, Amendment No. 1 in the amount of $27,849.92, and a management reserve of $35,150.08 which totals $62,999.08. Funding for Jepson Parkway 2C was previously allocated in the fiscal year (FY) 2025-2026, and the agreement will be funded by the Capital Streets Fund (Fund 252; CPW070108).
The management reserve is requested to account for additional technical support and analyses that may be required by Caltrans as the environmental review progresses and will help ensure the Project remains on schedule to achieve construction authorization by October 2026.

ALTERNATIVE ACTION
The council may choose not to approve the amendment and direct staff to initiate a separate procurement process to hire a different consultant to complete the required traffic analysis for NEPA clearance. However, this is not recommended as City staff do not possess the specialized technical expertise needed to perform this analysis and the work cannot be completed in-house.
Pursuing a new consultant contract would result in additional time for solicitation, selection, and contract execution, which would likely delay the NEPA schedule and increase the risk of missing key coordination milestones with Caltrans.
