STATEMENT OF ISSUE
Staff recommends the City Council authorize the city manager to execute Amendment No. 1 with West Yost Associates (West Yost) to address final project costs and close out the Water Utility Master Plan and Rates Study Project approved in 2022.
DISCUSSION
On December 6, 2022 , the City Council adopted Resolution No. 2022 -323, approving a Professional Services Agreement (PSA) with West Yost for the preparation of a Water Utility Master Plan and Rates Study.
West Yost conducted a comprehensive analysis of the assets and asset performance within the City’s water system and provided support for updating Chapter 22 of the Fairfield Municipal Code. Certain components of the asset analysis required additional labor hours be yond the original estimates. Although West Yost was able to absorb most of these unforeseen costs within the original proposal, an additional $10,163 in expenses is associated with final project completion. As a result, a contract amendment to the original not-to-exceed amount is required.
The original PSA was authorized for a not -to-exceed amount of $1,000,000. The proposed amendment increases the total to a not-to-exceed amount of $1,010,163. Staff recommend the
council authorize the city manager to execute Amendment No. 1 with West Yost in order to finalize close out the Water Utility Master Plan and Rates Study Project.
FINANCIAL IMPACT
The amendment to the PSA with West Yost will authorize an additional $10,163 to close out final project expenses. Funding for this amendment will be provided from the Water Capital Fund (Fund 462).
