Subject: Proposal to Provide Enviro
nmental Services to Support a NEPA Revalidation for the Jepson Parkway Project (Phases 2B/2C) – Augment #1
Dear Ryan:
LSA is currently under contract for environmental services supporting the Jepson Parkway Project (Phases 2B/2C) in the City of Fairfield, California (Resolution No. 2025-185). Our original scope of work assumed that the project’s traffic analysis supporting the National Environmental Policy Act (NEPA) revalidation would be covered under a separate City contract. However, following approval of LSA’s professional services agreement the City asked for the project’s traffic analysis to be contracted through LSA.
LSA will authorize the traffic analysis scope of work by reallocating budget originally dedicated to Task 2.2 Noise Studies (Optional NADR), Task 2.5 Hazardous Materials/Waste Coordination, Task 2.6 Farmland Impact Coordination, and Task 3.1 NEPA Revalidation Form pursuant to LSA’s approved professional services agreement dated September 19, 2025. At such time that this augment request is authorized, we will reapply the budget to Tasks 2.2, 2.5, 2.6, and 3.1.
The remainder of this letter outlines our augment request to cover this additional scope of work.
SCOPE OF WORK
Traffic Analysis
LSA through its subconsultant, Fehr & Peers, hereafter referred to as team, will collect data necessary to perform its traffic forecasts. Specifically, the team will collect mid-weekday AM (7:00 AM to 9:00 AM) and PM (4:00 PM to 6:00 PM) peak hour traffic counts at six project area intersections. The team will document the existing physical multimodal circulation network using data from available published studies, aerial imagery, and field observations.
The team will review and compare existing 2025 weekday peak hour volumes to the prior analyses.
The team will review inputs included in local travel models, including but not limited to the City’s Travel Model and Sonoma-Napa Activity Based Model, to understand future year land use projections in the study area. Based on the model review, the team will select the appropriate modeling tool to prepare weekday AM and PM future year peak hour turning movement volumes.
Volumes will be compared to the Jepson Parkway EIS. The team will submit existing and future year EXHIBIT A-1
11/12/25 (\\aznasunifiler2\marketing\01-Proposals\01-Proposals by Year\2025\Environmental Planning\20251666.P Jepson Parkway Reval\\aznasunifiler2\projects\2025\20252551 Jepson Parkway\ADMIN\Contract\Augment 1 - Traffic\Jespon_NEPA-Reval_Scope_Augment1_Nov-2025.docx) 2 weekday AM and PM peak hour intersection turning movement accounts to the project team for review and use in subsequent environmental studies (air quality and noise). These separate studies were previously included in LSA’s approved professional services agreement.
The team will prepare a technical memorandum summarizing findings for City and Caltrans review.
For purposes of this scope of work, we have reserved four (4) staff hours to respond to comments and prepare a final memorandum.
Finally, the team will support IAC coordination (including preparation of meeting materials). A total of thirty (30) hours has been reserved for this work.
Note that this scope of work does not include any level of service (LOS) or vehicle mile travelled (VMT) analysis. If required, an augment would be prepared to support these analyses.
Deliverables: Traffic Technical Memorandum
Project Management
LSA’s Project Manager will undertake a variety of general project management tasks related to this work including monitoring its scope, budget, and schedule. Other project management tasks include subcontractor management and assistance to team members. This work is in addition to the ongoing project management tasks outlined in LSA’s original scope of services.
LSA’s Principal will ultimately be responsible for quality assurance for all work undertaken and will review all text, tables, and graphics before these materials are presented to the City.
We look forward to supporting this project. Please contact us ([email protected] or [email protected]) with any questions or comments on this proposal.
Sincerely,
LSA Associates, Inc.

Subject: Proposal for Jepson Parkeway/Vanden Road Revalidation – Traffic Forecasts Dear TJ:
Fehr & Peers is pleased to assist LSA and the City of Fairfield with the revalidation of the Jepson Parkway revalidation effort. As discussed at the kick-off meeting, the original Jepson Parkway NEPA EIS was certified in 2011, with Alternative B selected as the preferred alternative. Alternative B proposed widening existing Vanden Road to two travel lanes in each direction and providing a separated pedestrian and bicycle facility along the west side of the road. The Vanden Road/Cannon Road intersection was to be signalized, and the Cannon Road at-grade crossing was to remain. Since 2011, design revisions along Vanden Road have been proposed. Vanden Road will continue as a four- lane cross-section; however, the roadway will be slightly realigned to provide an overcrossing over the Union Pacific Railroad tracks. In addition, the construction schedule of the roadway has changed and portions of the Fairfield Train Station Specific Plan, such as the One Lake Development, have been constructed, changing existing volumes.
As part of this scope of work, Fehr & Peers will collect data and prepare forecasts, to compare to the prior Jepson Parkway analysis and for inclusion in other environmental analyses (air quality, noise, etc.). As discussed in our kickoff meeting, we will meet with LSA, City of Fairfield, and Caltrans to discuss our analysis methodology and approach. This proposal does not include any level of service (LOS) or vehicle mile travelled (VMT) analysis. Pending project team discussions, Fehr & Peers will prepare a change order to complete any remaining analyses.
Our proposed scope of work, schedule, and fee estimate are described below.
Scope of Work
Task 1: Project Coordination and Meeting Attendance
Fehr & Peers will keep the Project informed over the course of the project as to the status of the analysis. Our proposal includes participation in up to three project team conference calls, which could also include coordination with other Project team members. If requested, Fehr & Peers can attend additional meetings not included in this proposal on a time and materials basis.
November 6, 2025 | 2
Task 2: Data Collection
Fehr & Peers will collect mid-weekday AM (7:00 AM to 9:00 AM) and PM (4:00 PM to 6:00 PM) peak hour traffic counts at the following intersections:
1. Vanden Road/Peabody Road
2. Vanden Road/Transit Center Road
3. Vanden Road/One Lake Drive
4. Vanden Road/Lake Trail
5. Vanden Road/Canon Road
6. Vanden Road/Leisure Town Road/Foxboro Parkway
Fehr & Peers will also document the existing physical multimodal circulation network using data from available published studies, aerial imagery, and field observations.
Task 3: Volume Preparation & Comparison
Based on data collected in the above task, Fehr & Peers will review and compare existing 2025 weekday peak hour volumes to the prior analyses efforts at the study locations included in Task 2.
Fehr & Peers will review inputs included in local travel models including but not limited to the City of Fairfield Travel Model and Sonoma-Napa Activity Based Model, to understand future year land use projections in the study area. Based on the model review, Fehr & Peers will select the appropriate modeling tool to prepare weekday AM and PM future year peak hour turning movement volumes for the study area locations identified in Task 2. Volumes will be compared to the Jepson Parkway EIS.
Fehr & Peers will submit existing and future year weekday AM and PM peak hour intersection turning movement accounts to the Project team for review and use in subsequent environmental analyses (air quality, noise, etc.).
Task 4: Documentation
Fehr & Peers will prepare a technical memorandum summarizing the findings from Task 2 and 3 for City and Caltrans review and comment. For purposes of this scope of work, we have reserved four staff hours to respond to comments and prepare a final technical memorandum.
Task 5: IAC Support
Fehr & Peers assumes up to 30 hours of staff time to support with IAC coordination. This can include up to two virtual meetings and preparation of meeting materials. Additional analysis that may come from IAC’s comments are not included in this scope of work and may require a change order.
Cost Estimate and Schedule
Fehr & Peers will perform this work on a time and materials basis of $23,600 (of which $2,800 will be used for new data collection). We will submit the draft technical memorandum within five weeks following receipt of written authorization to proceed and Task 2 data collection. Invoices will be submitted monthly for services rendered and are due and payable upon receipt.
