RESOLUTION NO. 2025-252
AUTHORIZING THE CITY MANAGER TO ADJUST THE BUDGET FOR THE NORTH BAY REGIONAL
FILTER MEDIA REPLACEMENT PROJECT AND AUTHORIZING AN UPDATE TO THE FISCAL YEAR 2025-2026 BUDGET
WHEREAS, the North Bay Regional Water Treatment Plant (NBR) uses a combination of sand and carbon (Filter Media) during one of many steps in the process of making high -quality drinking water for the City’s residents; and
WHEREAS, on June 16, 2020, the City Council ad opted Resolution No. 2020 -102, approving the plans and specifications and awarding a contract to Carbon Activated Corporation (Carbon Activated) for the NBR Plant Filter Media Replacement Project (Project); and
WHEREAS, each of North Bay Regional's (NBR) eight filters are on an eight -year media replacement cycle to ensure proper filter performance and meet regulatory compliance as the media degrades over time; and
WHEREAS, on November 13, 2025, the City executed Amendment No. 1 to the Articles of Agreement extended the agreement term and incorporated cost adjustments as staff originally budgeted $300,000 per year to perform the filter replacements when the agreement was executed; and
WHEREAS, various materials used in the filters are only available through imported sources, as such tariffs imposed by the federal government have increased the cost of materials used in the filters and have created pricing volatility in the market; and
WHEREAS, staff are seeking to increase the Project budget to compensate for pricing changes due to the volatility of tariffs on imported goods and materials; and
WHEREAS, funding in the amount of $250,000 was not allocated in the City’s approved FY 2025- 2026 through 2029 -2030 Capital Improvement Plan, thus requiring an adjustment of $50,000 annually for 5 years ($250,000 total) to cover the increase in media filter replacements; and
WHEREAS, the revised appropriation constitutes an update to the FY 2025 -2026 budget approved pursuant to Resolution No. 2025-103.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The council hereby approves a budget adjustment of $50,000 annually for five years (total $250,000) to increase the project budget for the NBR Filter Media Replacement project (CPW040017).

Section 2. The council hereby approves an increase in appropriations of $250,000 in the North Bay Regional Fund (Fund 465) for project CPW040017.
Section 3. The council authorizes the city manager or designee to take all steps necessary to implement this resolution.
