STATEMENT OF ISSUE
The City seeks to launch the North Texas Street Revitalization Program (Program), a new grant program designed to support commercial property owners and business owners within the North Texas Street District. The Program will provide financial reimbursement for eligible improvements made to exterior signage, lighting, landscaping, and parking lot conditions to enhance the appearance, safety, and economic vitality of this key commercial corridor. Adoption of the Program is necessary to begin implementation.

DISCUSSION
At the direction of the council during its 2025 Retreat, $400,000 was allocated for use to enhance the North Texas Street business corridor. Two uses for the funds were identified: a pilot project for clean-up services and a grant program for property improvements. The Program, based upon the same principles as the successful downtown façade grant program, is designed to encourage private investment that enhances the visibility, aesthetics, and economic environment of the North Texas Street District. The types of improvements to be funded were identified by direction as being those with the most impact to safety and making tangible improvements to the physical condition of the corridor.

The Program provides reimbursement grants of 50 -70% of eligible project costs, with maximum awards ranging from $25,000 to $30,000 depending on applicant type. Eligible improvements include exterior lighting, landscaping, signage, and parking lot repairs. Eligible applicants include commercial property owners an d tenants located within the North Texas Street Business Improvement District, subject to program requirements and verification of good standing with applicable City departments.

Applications will be prioritized based on alignment with program goals, incl uding improving exterior aesthetics, enhancing the overall streetscape, and strengthening the district’s business climate. Small independent businesses such as restaurants, retail shops, tasting rooms, incubator spaces, and entertainment venues will receive priority consideration.

The Program will be administered by the Community Development Department’s Economic Development Division . The Program steps include application submittal, staff review, permit approvals, inspection, and reimbursement upon project completion and execution of an improvement deed to ensure upkeep of improvements for a minimum of five years. Approval of proposed resolution will authorize the allocation of funds and formalize the Program , enabling staff to finalize the application and promote the upcoming opportunity to the potential applicants.

Should council approve this allocation, applications for the Program will begin in March 2026.

FINANCIAL IMPACT
Council previously directed use of $400,000 for North Texas from the Intragovernmental Loan Fund (55160199-8411-10603), which was created when a public works project was canceled. The $400,000 will be allocated to the North Texas Street Revitalization Program with $372,274 allocated for grants and the remaining $27,274 allocated for a pilot cleaning program to support six months of portering and maintenance services within the corridor.

No additional General Fund impact is anticipated.
