STATEMENT OF ISSUE
The City is an active partner in the Solano Bayshore Resiliency (SBR) Project. The SBR Project is a collaborative initiative between the Fairfield-Suisun Sewer District (District), Solano County, and the cities of Fairfield, Suisun City, Vallejo, and Benicia, to identify and implement regional adaptation strategies to enhance climate resiliency and protect Solano Bay shoreline communities from the growing threat of sea level rise.
A grant was awarded by the California Ocean Protection Council to the District, with allocations to each partner city, to support the SBR Project. The City desires execution of the agreement between the District and the City to authorize acceptance of payments from the District, funded by the City’s grant allocation, and continue partnership in the SBR Project.
DISCUSSION
The SBR Project is a multi-jurisdictional planning effort aimed to mitigate risks to infrastructure, natural resources, and communiti es caused by sea level rise and coastal flooding within Solano County. The SBR Project is facilitated by the Solano Bayshore Resiliency Roundtable, which includes the District, Solano County, and the cities of Fairfield, Suisun City, Vallejo, and Benicia.
Through collaboration between each jurisdiction, the SBR Project will assess vulnerable regions
and develop a multi -jurisdictional shoreline adaptation plan that will identify and prioritize actionable strategies to help build resilience to sea level rise.
The California Ocean Protection Council has awarded the District a grant to support the implementation of the SBR Project, with allocations to the cities of Fairfield, Suisun City, Vallejo, and Benicia in recognition of their partnership. The grant includes an allocation of $63,284.38 to the City of Fairfield which may be used to compensate costs spent on staff time and materials toward the SBR Project such as attending technical advisory meetings, collecting and sharing available data, and coordinating public outreach events. Grant funding will be available through 2027, aligning with the anticipated completion date of SBR Project.
As fiscal agent of the grant, the District requires formal authorization from the City to accept payments funded by the grant. By executi ng the agreement, the District agrees to provide monthly payments to the City not to exceed $63,284.38 for services conducted under the SBR Project. The recommen ded action is to adopt the resolution authorizing the city manager to execute the Agreement in order to accept the City’s grant allocation and continue partnership in the SBR Project.
FINANCIAL IMPACT
Execution of the Agreement will authorize a not to exceed contract for $63,284.38 to compensate staff time and materials spent under the SBR Project.
