RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
At the request of the County of Solano ( County), the City and Fairfield-Suisun Sewer District (District) have been collaborating to address existing sanitary sewer mains currently in conflict with an upcoming Asset Protection Project (Project) at the Solano County Campus. The recommended action authorizes execution of an Improvement Agreement (Agreement) with the County for the relocation of sanitary sewer improvements within the City’s public right-of-way.
DISCUSSION
The County is implementing the Solano County Campus Project, which includes the construction of low barrier walls, hydraulic gates, landscaped berms, and roadway ramps , at their facilities located at 530 and 600 Union Avenue. As part of this effort, the County is required to relocate portions of an existing sanitary sewer pipeline that conflicts with the planned Project. The sewer relocation will occur within the City’s public right -of-way along portions of Union Avenue, Clay Street, Texas Street, and Washington Street. The 8-inch sewer pipelines will be owned, operated and maintained by the City while the 18-inch trunk main will be the responsibility of the District.
As the proposed work will be constructed within the City’s public right -of-way, execution of the Agreement Agreement) is required. Upon completion and acceptance of the sewer improvements, and before approval of the Clay Street right-of-way vacation, the County shall:
Easements, Access, and Circulation - Provide public service easements along Clay Street and Delaware Street, including the Clay Street Ditch; construct access improvements in accordance with City standards, such as two new driveways and a vehicle turnaround/cul- de-sac; install non -through street signage; and ensure access for the City, District, and other utility providers (e.g., PG&E, AT&T, Comcast) through future vehicular gates to facilitate ongoing maintenance and emergency access.
Utility Relocations a nd Infrastructure Improvements - Construct and reroute public storm drain improvements along Texas Street and Clay Street; decommission or abandon existing sewer manholes within the levee (including the use of cured-in-place pipe (CIPP) lining if removal is not feasible); and privatize on-site water utilities by installing backflow preventers at West Texas Street and Union Avenue.
Operations, Maintenance, and Long -Term Responsibility - Assume maintenance responsibility for Clay Street and Delaware Street r oadways, streetlights, storm drain pump station, and security fencing; retain City and District maintenance responsibility for the Clay Street ditch, public sewer mains, backflow preventers, and on-site water meters; and submit a draft maintenance agreement to the City defining limits of responsibility for execution prior to right-of-way vacation.
The County anticipates bidding the off -site sewer improvements following approval of the Agreement. At this time staff do not have a construction schedule for when work will begin. The County will be responsible for conducting public outreach to notifying impacted stakeholders of the upcoming construction.
FINANCIAL IMPACT
Approval of the improvement agreement will have no fiscal impact on the City, as all costs for the off-site sewer work will be borne by the County.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
District staff were consulted during planning and design of the proposed off -site sewer relocations, and a similar item will be presented to the District Board for consideration on January
26. Similarly, the County is looking at presenting the agreement at the Board meeting on February
27. ALTERNATIVE ACTION
The City Council may choose not to approve the Agreement. If this action is taken, construction of the off -site sewer relo cation improvements would be delayed, and the County would be required to re -evaluate Project timing, coordination, and potential impacts to existing sanitary sewer infrastructure associated with the Project.
