Funding Source: N/A

Contact: Ryan Panganiban, (707) 428-7017

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The City is advancing design and permitting for the Vanden Road Widening and the New Canon Road Overcrossing (Projects), which are critical to improv ing regional connectivity, safety, and access to future development in northeast Fairfield. To maximize the use of external funding and reduce reliance on local monies, staff are actively pursuing competitive federal and state grant opportunities. This resolu tion authorizes the city manager, or his designees, to prepare and submit grant applications to eligible federal and state funding programs for which these projects may qualify, and to execute all related agreements, certifications, and documents necessary to support such applications.

DISCUSSION
The proposed Projects realign approximately 2.2 miles of existing Vanden Road and New Canon Road and upgrade a narrow two -lane roadway to current design and safety standards. The Projects incorporate new bike lane s, sidewalks, traffic signals, and lighting to support active transportation and multimodal connectivity. A key component of the Projects is a new grade - separated overcrossing of the Union Pacific Railroad at Vanden Road and New Canon Road, which will improve rail and roadway safety by eliminating an at-grade conflict between trains, vehicles,

cyclists, and pedestrians. As demonstrated in Exhibit A, the general location of the proposed projects is illustrated by the accompanying map.

The Projects provide a more direct and reliable route between Vanden Road and Travis Air Force Base, which is Solano County’s largest employer and a critical national defense installation. Once completed the Projects significantly improve mobility for military personnel, civilian employees, freight movement, and emergency response. In addition, the Projects will unlock access to approximately 286 acres of industrial land, supporting up to 4.3 million square feet of new industrial development and the creation of high-quality jobs. The Projects are located less than a mile from the Fairfield-Vacaville Hannigan Train Station and reinforce the integration of rail investments with land use, economic development, and transportation planning goals.

Grant Funding
In December 2025 , the Federal Railroad Administration (FRA) released a Notice of Funding Opportunity (NOFO) for the fiscal years 2024–2025 Federal-State Partnership (FSP) for Intercity Passenger Rail (FSP) Program. The total funding available under this NOFO is up to $5.07 billion.

The FSP Program allocates federal funding to improve passenger rail assets nationwide. The FSP program supports initiatives aimed at improving safety, including grade crossing enhancements, reducing the backlog of projects needed to maintain the system in a state of good repair , enhancing overall system performance , and expanding or establishing new intercity passenger rail services.

The Projects include a grade -separated crossing over an active passenger rail corridor and are well-aligned with the objectives of the FSP Program. Working in coordination with regional partners, including the Solano Transportation Authority (STA) and the Capitol Corr idor Joint Powers Authority (CCJPA), the City intends to submit a grant application for this program prior to the established deadline.

This resolution provides the necessary authorization for city staff to efficiently pursue this and future federal and s tate funding opportunities for the Projects without requiring additional council action for each individual application.

FINANCIAL IMPACT
Adoption of this resolution does not have an immediate fiscal impact, as it authorizes the submission of grant applic ations only and does not commit the City to accept funding or expending local monies at this time.

The preliminary construction cost estimate for the Projects is $112 million. A typical requirement of federal and state grant programs is the provision of a local funding match, which generally ranges from 11% to 25% of the total project costs. Based on the current estimate, the anticipated local match could range from approximately $12.3 million (11%) to $28 million (25%). The City’s share of the local funding match is anticipated to be provided through a combination of development-related funding sources, including regional, citywide, and northeast Fairfield development impact fees, as well as other developer contributions. These funding sources are contingent upon continued residential and industrial development activity, including strong residential home sales, and will be collected over time as development occurs.

If grant funding is awarded, City staff will return to the City Council with detailed funding agreements and budget actions that clearly outline the Projects’ financial obligations, including the required local match and any associated terms and conditions.

ALTERNATIVE ACTION
The council may choose not to adopt the resolution, which would result in the City being unable to submit grant applications for the Projects and may delay or limit opportunities to secure external funding.
