GED Clarification Letter

Lee Bell Park Prefabricated Restroom Project (CDBG 2025) Solicitation No.: CPW050118 | Date: January 13, 2026
Owner: City of Fairfield, Public Works Department
Attention: Marisa Cumpian, Senior Management Analyst

Contractor: Globe Engineering Development
2002 Elijah Street, Fairfield, CA 94533
(916) 856-2255 | [email protected]

This letter is submitted to provide clarification regarding the subcontractor listing for the Lee Bell Park Prefabricated Restroom Project and Globe Engineering Development’s bid.

Pursuant to the project specifications, Page IB-1, Paragraph 3.c, contractors holding either a Class A or Class B license are eligible to bid on this project. Globe Engineering Development is a duly licensed California Class A contractor and submitted its bid in full compliance with the project requirements.

For this project, Globe Engineering Development selected CXT as the manufacturer of the prefabricated precast restroom unit. Prevailing wage and subcontractor listing requirements apply only to work performed on-site as part of the public works project. CXT manufactures the restroom unit entirely off- site at its permanent manufacturing facility, including structural concrete, plumbing, electrical systems, and interior assemblies. Because this work is performed off-site and is not part of the on-site construction activities, it is treated by the California Department of Industrial Relations and in public works practice as manufacturing or supply work rather than construction work. CXT will not perform any on-site construction or installation activities for this project.

Because CXT functions solely as a manufacturer and supplier and performs no on-site work, it was not required to be listed as a subcontractor in the bid documents.

Globe Engineering Development, as the prime contractor, will self-perform one hundred percent (100%) of the on-site work, including coordination of delivery, offloading and placement of the restroom unit following completion of site work by others, and all required utility connections. This approach fully satisfies and exceeds the project’s fifty percent (50%) self-performance requirement.

Please let us know if any additional information or clarification is required. We appreciate the City’s time, review, and consideration.

Sincerely
Dawood Kavosh, PE

To Whom It May Concern:

All of our buildings are CXT Commercial Modular Unit, that are stamped and inspected by the California Department of Housing and Community Development.

The building will be 3rd party engineer inspected and also approved by CA state based on the requirements of title 25 California code of regulations Chapter 3 subchapter 2 Commercial Modular. Below is an example for reference only:

1. All our buildings are prefabricated buildings that are manufactured by CXT Inc (ID) 6701 E .

Flamingo Ave Bld 300 Nampa, ID 83687.

2. All of our buildings come with an integral foundation. Since our buildings are all concrete including the roof and walls our buildings are more structurally sound and only require a prefabricated 5- inch-thick concrete slab shipped integral with the building.

3. All of our buildings are relocatable design with The slab designed to allow relocation of the slab and building intact at any future date with built-in lifting hardware. We use PS-22 lifting plates that attach to AS-7 embeds w/(2) 1.5” DIA High tensile coil bolts. Below is for reference:

c. Maintain relocatable intact.
d. They will be placed as a modular unit defined by the CA Department of Housing and Community Development.
e. We are not a site built construction and meet all the specifications of the bid set.

Since CXT Buildings are again NOT a site-built solution but in fact a modular, factory-built structure with an integral foundation this does not create a deviation of the mandatory requirements.
