Contact: Farbod Pirouzmand, (707) 428-7397
RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The City’s Human Resources Department (HR) has successfully utilized the expertise of an insurance broker, Alliant Insurance Services, to negotiate annual premiums for employee health and welfare programs. The current contract expired November 30, 2025, and HR desires to enter into a new agreement. It is recommended that the City extend the contract with Alliant Insurance Services as the broker of record through October 31, 2028.
DISCUSSION
Using an insurance broker ensures the City of contracting for the best possible health care premiums based on our utilization and selected program structure. For some services, the broker can secure preferential pricing based on large volume; we benefit from this as the savings are passed directly on to us. Without utilizing a broker, our premiums would be higher. Alliant has agreed to uphold our established annual consulting fee, which has been in effect since 2020.
In addition to negotiating health and welfare benefits with vendors on behalf of the City, Alliant will partner with us in strategic planning, perform analyses and make recommendations, procure and present alternative cost saving options, support open enrollment activities, and provide legislative compliance support. Alliant also serves as a liaison with our ven dors and ensures we receive appropriate service.
FINANCIAL IMPACT
The total cost for entering into a contract through October 31, 2028, is $276,000 ($92,000 annual maximum flat fee). The funding source is the General Fund (Fund 101).

ALTERNATIVE ACTION
The council may choose not to approve the new contract, leaving the City vulnerable to high health and welfare rate increases and potentially out of legal compliance regarding the benefit programs as there is insufficient internal staff to perform these highly technical functions.
