RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The proposed resolution authorizes the mayor and city manager to enter into a cost -sharing agreement with the City of Suisun City and Fairfield-Suisun Sewer District (FSSD) for the Collection System Master Plan (Project).
DISCUSSION
FSSD is updating their sewer Collection System Master Plan (CSMP ; Project) to account for changes in growth assumptions based on updated City General Plans, Collection System Asset Management Plan (CSAMP) model wit h asset condition data obtained over the past five years and integrate project recommendations from the CSMP and CSAMP into a combined sewer master plan document.
On July 28, 2025, FSSD executed a Consulting Services Contract with Woodard & Curran, Inc. (W&C) in an amount not to exceed $1,172,865 for master planning and engineering services for the Project. The Project includes certain scope elements that would allow the Cities collection system assets to be added to a combined hydraulic model and support development of coordinated collection system Capital Improvement Plans for the Cities and District.
Staff from the City of Fairfield, City of Suisun City and FSSD anticipate several benefits associated with completing a joint master plan effort; including cost and schedule efficiencies compared to conducting separate studies, development of coordinated Capital Improvement Plans between the three agencies, and an enh anced ability to partner on individual projects from planning through construction. For efficiency, the FSSD is willing to administer the Cities’ portions of the Project in partnership with staff from both Cities.
The cost-sharing agreement outlines the estimated consultant expenses for master planning and engineering services proposed to be funded by each participating agency. Specifically, the agreement authorizes reimbursement of up to $254,976 in project costs by the City of Fairfield and up to $191,712 by the City of Suisun City.
As the Capital Improvement Plans developed under the Project will facilitate the implementation of the Cities’ Collection System Rehabilitation and Replacement (R&R) programs, the agreement also authorizes the withdrawal of up to $20 5,000 from the City of Fairfield’s Collection System R&R Reserve Fund and up to $151,712 from the City of Suisun City’s Collection System R&R Reserve Fund to reimburse Project Costs.
FINANCIAL IMPACT
The City’s contribution under the proposed cost-sharing agreement for the Project is $49,976, which will be paid using the Sewer Fund (Fund 255). These funds are identified for sewer operations and maintenance and will have no impact on the General Fund.
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
The FSSD Board of Directors approved the cost -sharing agreement during their regular meeting on Monday, January 26, 2026.
ALTERNATIVE ACTION
The council has the discretion to withhold authorization for the execution of the cost -sharing agreement. However, it is generally not advisable to do so, as withdrawing from the joint effort may lead to increased costs, schedule delays, and disruptions in interagency coordination.
