RECOMMENDED ACTION
Approve resolution.
STATEMENT OF ISSUE
City staff have received approval from California Housing and Community Development (HCD) to implement the Tenant -Based Rental Assistance (TBRA) program. A key feature of the program involves tenant supportive services for at-risk of homelessness and homeless households utilizing the program. Caminar was approved to provide tenant -supportive services and to receive payment from funds received from the state. The expenditure deadline to spend Prohousing Incentive funds (PIP) is March 30, 2026. Bec ause the state delayed approval to implement the program until February 2026, the originally planned use of PIP funds cannot be completed before the expenditure deadline. City staff proposes that Council approve the service contract with Caminar using general funds that have been exchanged with PIP funds. The exchange allows the City to retain the tenant support services for the TBRA program while not forfeiting the full use of state PIP funds.
DISCUSSION
On December 3, 2024, the City Council directed st aff to enter into agreements with Change and New Beginnings (CAN -B) in the amount of $750,000 for Homeless Outreach Services and with
Caminar in the amount of $200,000 for Tenant Supportive Services for individuals experiencing homelessness. This direction followed the competitive Request for Proposals (RFP) process issued in September 2024.
In December 2024, the Homeless Services Division exe cuted a Memorandum of Understanding (MOU) with CAN -B in the amount of $750,000 for a three -year term to provide Homeless Outreach Services. However, the Housing Department placed the Tenant Supportive Services contract with Caminar on hold due to a pause i n the TBRA program, which the funding was intended to support.
As a result of this delay, PIP funds originally anticipated to support these activities are now approaching their expenditure deadline of March 30, 2026. Although the State of California has since approved the TBRA program, there is insufficient time remaining to fully expend the allocated PIP funds on the program prior to the deadline.
To prevent the loss of $200,000 in PIP funds, staff is requesting authorization to reallocate eligible expenses already incurred by CAN -B for Homeless Outreach Services and shelter beds in fiscal year 2025-2026. Since July 1, 2025, the City has expended $148,001.59 to support shelter beds from Housing Authority Senior Manor Building Fund and $113,856.57 from the General Fund to support homeless outreach services, for a combined total of $261,858.16.
This action authorizes staff to request reimbursement from HCD in the amount of $200,000 to backfill Housing Authority Senior Manor Building Fund and General Fund expenditures for eligible homeless services. The reimbursed General Fund resources will then be allocated to the Housing Department to support Tenant Supportive Services.
This action does not represent a new funding commitment; rather, it is a fund realloca tion to ensure timely expenditure of PIP funds while continuing to support homeless services in Fairfield.
Caminar Contract approval
The City has recently received approval from HCD to move forward with the Tenant-Based Rental Assistance program. The TBRA program provides up to 24 months of rental assistance for unhoused individuals and families. To ensure participants receive comprehensive support and are positioned to successfully complete the program, wrap -around supportive services are essential. The Tenant Supportive Services contract will provide housing navigation and case management support.
On December 3, 2024, the council directed staff to enter into a contract with Caminar to provide Tenant Supportive Services. Following the State’s authorization to proceed with the TBRA program, the contract with Caminar will provide case management and housing stabilization support to up to 30 unhoused families.
Accordingly, staff will enter into a 15- month agreement with Caminar in the amount of $200,000 to provide Tenancy Support Services. Funding for this contract will initially be supported by the General Fund and subsequently reimbursed through the approved PIP fund swap, as describ ed above.
FINANCIAL IMPACT
The proposed action does not increase the overall funding commitment previously approved by council. Instead, it authorizes the strategic reallocation of eligible expenditures to ensure that PIP funds are fully expended prior to the March 30, 2026, deadline. By reimbursing eligible General Fund and Housing Authority Senior Manor Building Fund expenditures with PIP funds, the City preserves local resources while maintaining uninterrupted homeless outreach services.
Specifically:
$148,001.59 in Housing Authority Senior Manor Building Fund expenditures will be reimbursed with PIP funds.
$51,998.41 in General Fund expenditures will be reimbursed with PIP funds.
Reimbursed funds will then be transferred to the Housing Fund to support the Tenant Supportive Services contract with Caminar.

ALTERNATIVE ACTION
The council can decide not to approve this resolution, however failure to reallocate these funds would result in the forfeitu re of remaining PIP funds, representing a direct financial loss to the City and a missed opportunity to leverage State resources for homelessness response efforts. The proposed fund swap mitigates this risk, maximizes available external funding, and ensure s continued alignment with the City’s housing and homelessness strategic priorities.
