RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The City of Fairfield secured a State Highway Safety Improvement Program Grant (HSIPSL) to install concrete median, striping, and signage improvements at 37 unsignalized intersections throughout the City in the amount of $447,570 . This resolution approves the plans and specifications for the HSIP Cycle 11 Unsignalized Intersection Visibility and Safety Improvement Project (Project) and awards a contract in the amount of $504,000.00 to Tri -Valley Striping, LLC (Tri-Valley Striping) of San Francisco, California.

DISCUSSION
In March 2022, the City was granted $101,000 of State Local Roadway Safety Plan (LRSP) funds, which were allocated towards the development of a Countywide Local Roadway Safety Plan in collaboration with the Solano Transportation Authority. The Countywide LRSP identified high- collision intersections within Solano County and determined that safety enhancements, visibility improvements and pedestrian and bicycle improvement crossings are needed at 37 unsignalized intersections, including Cement Hill Road and Peppertree Drive.

An in-field inspection of these intersections was conducted to evaluate roadway conditions and verify the need for improvements. To enhance the identified safety concerns and improve visibility, the Project includes the installation of larger stop signs, yellow ladder crosswalks, yellow centerlines, green thermoplastic markings in areas where bi cycles and vehicles cross paths to increase visibility. Additionally, concrete medians will be installed where appropriate to prohibit unsafe left turns.

Bids for the Project were opened on February 3, 2026, with the engineer’s estimate of $496,000.

Six contractors submitted bids that ranged in price from $478,803.91 and $596,511.20. The apparent lowest bidder was submitted by EE Gilbert Construction, Inc. (EE Gilbert) for $478,803.91.

Following review of the bid documents, staff determined EE Gilbert did not comply with the project’s contract specification requirement that the Contractor shall self-perform no less than 50 percent of the Project scope, as outlined in Section 6 of the Project Specifications Notice to Contractors. On the Designation of Subcontractors form, EE Gilbert specified that the subcontractor, Chrisp Company, would perform 51.8% of the Project scope. Therefore, staff determined that EE Gilbert’s bid is non -responsive based on their failure to comply with this requirement that was clearly identified in the project specifications.

Staff reviewed the bid from t he second lowest bidder, Tri -Valley Striping, in the amount of $504,000 and found it to be in compliance with the bid requirements and recommends that the contract be awarded to Tri -Valley Striping, Inc of San Francisco, California. Tri -Valley Striping is appropriately licensed and has completed projects of similar size and complexity for other local agencies.

FINANCIAL IMPACT
The construction authorization for this Project (CPW070097) will be $554,400, which is the total bid amount plus a 10% contingency ($504,000 total bid + $50,400 contingency). This Project will be funded with $447,570 from the HSIPSL Federal Grant, $52,430 from State Gas Tax (Fund 162), and $54,400 from Senate Bill 1 (Fund 163).

Senate Bill 1 funding of $54,400 was not allocated for the Project in fiscal year (FY) 2026 Capital Budget. Therefore, a budget adjustment is required to authorize a transfer of $54,400 from Senate Bill 1 (Fund 163) and an increase in appropriations to the Capital Streets Fund (Fund 252; CPW070097).

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
A notice inviting bids for this project was advertised twice in the Daily Republic newspaper on December 24, 2025, and December 31, 2025. Additionally, a notice of the Project, a complete bid package, or both were distr ibuted to 12 builder’s exchanges throughout the State of California, covering the regions of Redding, San Jose, Stockton and Santa Rosa. Six contractors purchased bid documents for this Project.

ALTERNATIVE ACTION
The council may choose not to award the contract, reject all bids and restart the bid process, which would result in a significant delay in the construction Project schedule. Staff does not recommend this as it would cause delays in the Project schedule as required by the grant and the City may potentially lose grant funding.
