CITY OF FAIRFIELD
RESOLUTION NO. 2026-27
AUTHORIZING THE ASSITANT PUBLIC WORKS DIRECTOR-UTILITIES TO BE PLACED IN
NOMINATION AS A MEMBER OF THE ASSOCIATION OF CALIFORNIA WATER AGENCIES REGION 4 BOARD MEMBER
WHEREAS, the Association of California Water Agencies (ACWA) is the largest statewide coalition of public water agencies in the United States and is a respected leader on California water issues; and
WHEREAS, the City of Fairfield has been a member of the Association of California Water Agency for over 20 years per Resolution No. 96-33 adopted on March 5, 1996; and
WHEREAS, over the past two decades, Fairfield Municipal Utilities staff have been actively involved with the State Legislative Committee, Local Government Committee and various sub- committees and working groups; and
WHEREAS, the City of Fairfield encourages and supports participation of its staff in the affairs of the Association of California Water Agency; and
WHEREAS, on January 17, 2026, the Region 4 Board solicited candidates to fill a board member vacancy; and
WHEREAS, Michael Hether, Assistant Public Works Director -Utilities, has indicated a desire to serve as a Board Member of the ACWA Region 4; and
WHEREAS, to be considered, ACWA requires board candidate applications to be submitted along with a resolution of support from the member agency’s governing body.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The City Council does place its full and unreserved support in the nomination of Michael Hether as a Board Member of the Association of California Water Agencies Region 4.
Section 2. The council does hereby determine that the expenses attendant with the service of Michael Hether in ACWA Region 4 shall be borne by the Fairfield Municipal Utility.
Section 3. The council are hereby authorized to do all things necessary to implement the above- mentioned nomination.
