AUTHORIZING THE CITY MANAGER TO EXECUTE A 15- MONTH CONTRACT WITH CAMINAR
FOR THE PROVISION OF TENANT SUPPORT SERVICES TO HOMELESS HOUSEHOLDS ENROLLED IN THE TENANT BASED RENTAL ASSISTANCE PROGRAM, FUNDED THROUGH $200,000 IN
GENERAL FUND ALLOCATIONS OFFSET BY CALIFORNIA HOUSING AND COMMUNITY
DEVELOPMENT PROHOUSING INCENTIVE PROGRAM FUNDS
WHEREAS, December 3, 2024, the City Council directed staff to enter into agreements for homeless services following a competitive Request for Proposals process issued in September 2024; and
WHEREAS, the council authorized an agreement with Change and New Beginnings for Homeless Outreach Services and directed staff to enter into an agreement with Caminar in the amount of $200,000 to provide Tenant Supportive Services for individuals experiencing homelessness; and
WHEREAS, the Tenant Supportive Services agreement was delayed due to a pause in the Tenant- Based Rental Assistance (TBRA) program administered by the California Department of Housing and Community Development (HCD); and
WHEREAS, the City has now received authorization from HCD to proceed with the TBRA program, which provides up to 24 months of rental assistance to unhoused individuals and families; and
WHEREAS, supportive services including housing navigation and case management are essential to ensuring program participants achieve long-term housing stability; and
WHEREAS, the agreement with Caminar will provide housing navigation, stabilization, and case management services to support up to 30 unhoused families over a two-year period; and
WHEREAS, Prohousing Incentive Program (PIP) funds allocated to the City must be expended by March 30, 2026; and
WHEREAS, due to delays in the TBRA program timeline, there is insufficient time to expend the PIP funds to Caminar for the TBRA program prior to the deadline; and
WHEREAS, eligible homeless service expenditures have already been incurred during fiscal year 2025-2026, including $113,856.57 in General Fund expenditures and $86,143.43 in Housing Authority Senior Manor Building Fund expenditures; and
WHEREAS, reimbursement of these eligible expenditures with PIP funds will preserve local funding resources while ensuring homeless outreach and shelter services continue uninterrupted; and
WHEREAS, reimbursed funds will be transferred to the Housing Fund to support the Tenant Supportive Services agreement; and

WHEREAS, this action does not increase the overall funding commitment previously approved by the council and represents a strategic reallocation to maximize available funding resources.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The city manager is authorized to execute a 15-month agreement with Caminar in an amount not to exceed $200,000 for the provision of Tenant Supportive Services supporting the TBRA program.
Section 2. The city manager is authorized to approve up to 2 additional extensions for this agreement, contingent upo n the contractor being in full compliance with the provisions of the agreement, and funding is available.
Section 3. The reimbursement of $ 51,998.41 in General Fund expenditures and $ 148,001.59 in Housing Authority Senior Manor Building Fund expenditures with PIP funds.
Section 4. The transfer of reimbursed funds to the Housing Fund to support Tenant Supportive Services.
Section 5. Authorization of the city manager or designee to take all necessary administrative actions to implement this resolution.
