Please add this: Now the person spreading the word to file for a refund is giving the impression that the extra $1,800 that David Thacker received is available to other residents.

Dear City Council Members,
Please include this statement as part of the formal record for the City Council closed session meeting on March 17, 2026.
I urge the City of Fairfield to proactively issue refunds to residents in the Rolling Hills LLMD, and other Fairfield LLMDs with similar circumstances, without requiring the formal submission of claims.
Currently, information is circulating on social media urging residents to file claims by April 10, 2026, to secure five years of refunds. I am encouraging residents to wait for a city announcement to reduce confusion and de-escalate public frustration. By announcing that refunds will be issued automatically, the city can demonstrate goodwill—a necessary step as it seeks resident support for Measure P.
In light of the landmark Thacker decision, which likely cost millions to litigate, I ask why the city would risk further expensive litigation on this same issue. Many residents are already prepared to pursue legal action if necessary to receive the refunds they are owed.
The city's current public image is negative, particularly following the approval of the Vista Ridge project, which suggested to many that financial risk is not a primary concern for staff or the council. Proactive action on these refunds is an opportunity to rebuild trust.
