Adopt resolution.
STATEMENT OF ISSUE
The Community Development Department prepares Annual Progress Reports (Annual Reports) on the General Plan and Housing Element every year to comply with Section 65400(b) of the California Government Code. The Annual Reports (Attachment 2 and Attachment 3) describe the progress in implementing the General Plan and meeting the City’s share of regional housing needs. Following City Council review, staff will submit the Annual Report to the California Office of Land Use and Climate Innovation (LCI) and the Cali fornia Department of Housing and Community Development (HCD) by April 1, 2026. Failing to submit the Annual Progress Reports by April 1 could result in non -compliance with state housing laws, legal action, and additional oversight and enforcement by HCD.
DISCUSSION
California Government Code Section 65400(b) requires all jurisdictions to provide Annual Reports summarizing the implementation of their General Plans and Housing Elements. The Fairfield General Plan represents the community's vision for future growth and development and establishes a policy framework for making long-term decisions. The General Plan is implemented through staff and elected official decisions, capital improvement projects, Municipal Code updates, programs, actions, and proc esses. Core topics of the City of Fairfield's General Plan include land use and urban design, transportation, the protection of Travis Air Force Base, public facilities and services, parks and recreation, conservation and open space, economic
development, environmental justice and public health, and sustainability . The City’s Housing Element plans to meet the housing needs of all of Fairfield’s residents.
The Annual Reports describe the City’s progress in implementing the policies and programs of the 2024 General Plan, including the City’s progress on providing its share of regional housing needs. The Annual Report on the General Plan is organized by topic areas based on the City’s General Plan Elements. This is the first Annual Report prepared by the Community Development Department since the 2024 General Plan Update.

ALTERNATIVE ACTION
The council may direct staff to amend the Annual Reports. State law requires the Annual Reports to be submitted to LCI and HCD by April 1, 2026. If an alternative action is chosen by the council, the city will likely miss the state mandated deadline.
