DISCUSSION
The Fairfield Housing Authority (FHA) owns property located at 710-724 Ohio Street and 311-315 Jefferson Street (collectively known as “Ohio Street Property”) in the City of Fairfield. In 2020/21, this property underwent rehabilitation to address health, safety, and environmental issues at the site.
On A pril 21, 2021, City staff issued a Request for Proposals (RFP) to invite qualified and experienced organizations to submit written proposals to operate and manage the Ohio Street Property. The Homeless Services Division (HSD) received three proposals and h eld a rank and review panel. The Rank and Review Panel selected Change and New Beginnings (CAN -B) to operate and manage the Ohio Street Property.
On July 20, 2021, the City Council approved a lease agreement between the Fairfield Housing Authority and CAN-B for a term of one year with the option to extend the lease for three years, as long as the operator is not in default, for one dollar ($1) rent payment annually or sooner termination in accordance with the lease agreement. In the Lease Agreement, the c ity bore no obligation to construct any improvements on, make any alterations or repairs to, or remediate and remove any hazardous substances from, the Premises as a condition of Tenant's occupancy of the Premises.
The Lease Agreement expired on December 31, 2025, and staff seeks City Council’s approval to renew the Lease for an initial term of one year with three options to extend the lease for one year each thereafter.
FINANCIAL IMPACT
Execution of the Lease will result in a $1 annual fee that will be deposited into the Low Mod Fund.
