STATEMENT OF ISSUE
The Public Works Department is requesting an update to the fiscal year (FY) 2025 -2026 Robbieburr Berger Park – 2030 N. Texas Street Recreation Center Project (Project, CPW050035) updating the funding of $3,700,000 from AB 1600 – Parks Funds (Fund 263) to Bedroom Tax Fund (Fund 165) to reflect modified development revenue forecasts.
DISCUSSION
On December 17, 2024, the City Council adopted Resolution No. 2024 -291, award ing a construction contract for the Project to CWS Construction Group, Inc. (CWS). Construction began on March 17, 2025 , and is approximately 52% complete. The Project is tentatively slated for substantial completion in July 2026.
The Project includes the development of 4.43 acres of land located directly adjacent to the Linear Park Trail. The site features a 6,700 -square-foot recreation center; multi -use fields with two soccer fields; a perimeter walking and jogging trail with lighting; a multi -use court area for basketball, futsal, volleyball, and pickleball; a lighted running track; a lighted children’s playground; an additional play area; a multi -use open-space turf area; a multi -generational
fitness node; a plaza with picnic area; a parking lot; and a perimeter wall and fencing for safety throughout the park.
The current total Project budget is $18,255,703, which includes $10,586,493 of AB 1600 – Parks Funds, $5,669,210 in Proposition 68 state grant funds, and $2,000,000 in grant funds from Solano First 5. Staff recently reviewed historical trends comparing projected park development impact fee revenues to the actual revenues collected. Based on th is review, staff determined that it is prudent to apply a more conservative approach in forecasting park development impact fee revenues citywide. Under this approach, staff assume that certain master-planned developments may dedicate land and construct neighborhood or community parks as part of their development obligations in lieu of paying park development impact fees. As a result, staff project park impact fee revenue available for th e Project to be approximately $3,700,000 less than previously anticipated.
Staff requests an update to the funding for the project by utilizing $3,700,000 from the Bedroom Tax Fund instead of from AB 1600 – Parks Fund. The budget update will result in a net -zero increase to the total Project budget.
FINANCIAL IMPACT
This is a one-time budget reallocation of $3,700,000 from the AB 1600 Parks Fund (Fund 263) to the Bedroom Tax Fund (Fund 165). This adjustment does not require additional funding for the project.
