STATEMENT OF ISSUE
The North Texas Street Business Association (Advisory Board) to the North Texas Street Business Improvement District (NTSBID), seeks City Council approval of the NTSBID Annual Report for 2025 and Proposed Budget for Calendar Year 202 6 (Report), and declaration of the intent to levy an assessment against businesses within the District for calendar year 2026 and setting the required public hearing for April 21, 2026.

DISCUSSION
In September 199 9, the council adopted Ordinance 99 -21, establishing NTSBID and the levy of assessments within NTSBID under the Parking and Business Improvement Law of 1989. Under this law, the process of levying an assessment involves the preparation of a report each yea r by an advisory board appointed by the council and the holding of a public hearing before levying the assessments. The report must include the expenditure of revenues derived from the levying of

assessments, the classification of businesses, the method an d basis of levying the assessments, and a description of the improvements and activities to be performed during the year. In November 2000, the council adopted Resolution 2000 -280 appointing the Advisory Board to make recommendations on the expenditure of revenues derived from the assessments.

The Advisory Board filed the Report on March 12, 2026 , with the City Clerk’s Office to comply with the above -noted requirements. The Report indicates that approximately $58,000 is anticipated from assessments in 202 6. The proposed activities reflect the Advisory Board organizational style actions, including membership services, beautification of NTSBID, and economic restructuring activities that focus on recruiting new businesses, retaining viable businesses, and cre ating a dynamic business district. The proposed 202 6 assessment amount against each business will remain the same as that assessed initially in 2000.

Staff recommend council declare its intention to levy an assessment against businesses within the NTSBID for calendar year 202 6, and set the April 21, 2026, council meeting as the date and place for the public hearing on this matter.

At the April 21, 2026, council meeting, staff intend to submit for review and approval a contract between the City and the Advisory Board to provide the activities and services proposed in the Report.

FINANCIAL IMPACT
No City funds are involved. The 202 6 NTSBID assessments are estimated to be approximately $58,000 and deposited in the NT SBID Assessments Fund (Fund 583, Division and Responsibility Code 99000).

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
The Advisory Board approved the Report at its board meeting on February 11, 2025.

ALTERNATIVE ACTION
The council may elect to modify or not take action on the recommendations of the Advisory Board report.
