STATEMENT OF ISSUE
Staff is seeking approval to execute a Memorandum of Understanding (MOU) between the City of Fairfield and the County of Solano for a long -term use agreement of Robbieburr Berger Community Center, located at 2030 N. Texas Street.

DISCUSSION
At the May 3, 2022, City Council meeting, council approved an MOU between the City and First 5 Solano Children and Families Commission for the establishment of a First 5 Cente r in Fairfield in which First 5 contributed $2M toward the design and construction of a Community Center as part of the new park development located at 2030 N. Texas Street (previously referred to as Node 4A in the Linear Park Master Plan).

Once construction is complete, the City will own the property and all improvements, including the Community Center. Through a long-term use agreement of no less than 13 years, First 5 will have primary use of the Community Center and adjacent fenced outdoor play area for the purpose of providing services and programming that advance early learning opportunities for Fairfield’s youngest children, 0-5 years, and their families.

Through an operating MOU for the use of the Community Center, First 5 assumes certain financial responsibilities for the operation and maintenance of the Community Center and adjacent fenced play area, resulting in cost savings to the City, both with development and long -term operation of the Community Center.
