RECOMMENDED ACTION
Receive report, open discussion, and provide direction to staff.

STATEMENT OF ISSUE
The Landscape Oversight Committee (LOC) consists of seven members; six members who each live in and represent their respective council district area and one member at large. The LOC recommends that the membership residency requirements be modified to allow at -large appointments for all member seats.

DISCUSSION
On February 21, 2023, the City Council adopted Resolution No. 2023-26, establishing the Fairfield LOC and providing oversight of the City’s Landscaping and Lighting Maintenance Districts (LLMD) and all landscaping areas funded by the General Fund per Exhibit A.

On June 3, 2025, the council adopted Resolution No. 2025-78, updating the LOC Guidelines and Duties. In accordance with the original LOC formation, the Committee structure consists of seven members; six members who each live in and represent their respective council district area and one member at large.

The LOC currently has one vacancy in District 2 after the previous incumbent resigned in October 2024. Since then, the City has advertised the position at various council meetings and periodically in social media posts and press releases . To date, no applications for the position have been received.

On April 1, 2025, the LOC brought a recommendation to council requesting that two additional at-large member seats be added to the LOC, for a total of nine members, to address quorum issues. The meeting record per Exhibit B shows that the April and July 2024 meetings were cancelled due to a lack of quorum, despite all committee seats being filled. The October 2024 meeting was rescheduled due to the District 2 vacancy and various conflicts in the members’ schedules. The council did not approve of the recommendation but directed staff to modify the LOC attendance requirements to encourage more participation from the existing LOC members.

At the February 24, 2026, LOC meeting, the committee moved to make a recommendation to the council to modify the LOC residency requirements to allow at -large appointments for all members in an effort to fill the District 2 vacancy per Exhibit C. In lieu of adding additional members to the committee, the LOC proposes that the residency requirements be modified to allow any Fairfield resident to serve in any vacant seat. All existing members would complete their current terms as scheduled. Staff requests that the council provide direction regarding the LOC recommendation.
