RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The Waterman Water Treatment Plant (Waterman WTP) is one of two water treatment facilities serving the City of Fairfield. The proposed amendment to the Professional Services Agreement (PSA) alters the original scope from part-time to full-time daily and special inspection services for the Waterman WTP Solar Arrays and High Lift Pump and Power Project (Project; CPW090041).

DISCUSSION
On November 19, 2024, the City Council adopted Resolution No. 2024-265 Awarding a Contract with C. Overaa & Co. for the Project. The Project is currently in progress and involves enhancements to City infrastructure that are essential for the ong oing operation of the Waterman WTP . These improvements include mechanical, electrical, and structural improvements, such as replacing the existing five turbine pumps, incorporating a backup generator to ensure continuous plant operations, and installing a new pre-purchased electrical main switchboard with solar breaker for future solar interconnection. Additionally, specialized inspections are required for the electrical and structural components to ensure compliance with applicable building and electrical permit standards.

On June 3, 2025, the council adopted Resolution No. 2025-79 authorizing the city manager to execute a PSA with Kennedy Jenks Consultants (Kennedy Jenks) for part time construction inspection services for the Project in the amount of $303,786. On June 26, 2025, the City assigned inspector retired leaving no alternative but to increase all required inspections to full-time which are now being performed by Kennedy Jenks. Kennedy Jenks has provided the City with an addendum to the original agreement to cover the additional costs of full -time inspection and special inspections.

FINANCIAL IMPACT
The addendum to the PSA with Kennedy Jenks will authorize the city manager to increase the contract amount to $138,042, bringing the total authorized amount for this agreement to $455,632.10. This total includes the amended proposed fee of $414,211 and a 10% management reserve of $41,421.10. Funding for this agreement is allocated under the Water Enterprise Fund (Fund 462).
