Hold public hearing and adopt resolutions.

STATEMENT OF ISSUE
A public hearing is necessary for the City Council to hear and consider protests, if any, to the resolution declaring its intention to levy and collect an assessment for the calendar year of 2026 for businesses in the North Texas Street Business Improvement District (BID).

In the event, ther e is not a majority protest to the levy of the assessment, the council is being asked to adopt a resolution approving an agreement (Agreement) that will allow the total anticipated assessments of $58,000 from the North Texas Street BID to pass through to the North Texas Street Business Association (NTSBA) to implement its work program and activities.

DISCUSSION
On April 7, 2026, NTSBA submitted the NTSBA Advisory Report for 2025 and Proposed Budget for Calendar Year 202 6 (Report) to the City Clerk’s Office . These documents describe the method

and basis of levying the assessments for 2026 and identify the improvements and activities to be performed during the year.

On April 7, 2026, the council adopted Resolution 2026-54, approving the Report, and Resolution 2026-55, declaring the City’s intention to levy an assessment on businesses within the BID for calendar 2026. The council also set April 21, 2026, as the time and place for a public hearing. The public hearing is necessary for the council to hear and consider protests to the levy of the assessment.

Collection of the assessments for the calendar year 2026 constitutes the period commencing on January 1, 202 6, and ending on December 31, 202 6. The total amount anticipated from the assessments is $58,000. The 2026 assessment amount is based on business type, location in the BID, and employment size. The assessments for the calendar year 2026 are the sa me as those originally assessed in 2000. The Agreement is for a one -year term and requires the NTSBA to provide quarterly milestones to City staff regarding the status of projects, programs, activities, and expenses.

FINANCIAL IMPACT
No City funds are involved. The assessments are collected from BID members and are anticipated to total $58,000.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
