STATEMENT OF ISSUE
Construction is currently underway on Fire Stations 36 and 39 (Project). The Project requires installation of an alerting system that is fully compatible with the system currently used at all existing City fire stations and the City’s dispatch center. The City’s existing alerting system is the First-In Fire Station Alerting System, which was designed and installed by Westnet, Inc. (Westnet) at all existing City fire stations and the City’s dispatch center in 2023.
To ensure timely completion of the Projec t and maintain seamless integration with the City’s existing dispatch infrastructure, staff recommend executing a contract with Westnet for installation and technical support services for the Project’s fire alerting system.
DISCUSSION
Alert systems are a critical component of the City’s fire station operations supporting safety, emergency notification, and coordinated response. On October 1, 2022, the City Council adopted Resolution No. 2022-271 to suspend competitive bidding and authorize a contract with Westnet for installation of the First-in Fire Station Alerting Systems in the City of Fairfield Dispatch Center
and Fire Stations 35, 37, 38, 39 (including Annex), 40 and 41. Th e prior work provided a comprehensive upgrade and modernization of aging and failing alert systems at existing facilities.
The system was successfully delivered by Westnet, which included procurement, installation, system integration, testing, and commissioning. Construction was completed and the system was put into operation in August 2023. On March 5, 2024, the council adopted Resolution No. 2024- 47 authorizing the city manager to execute a technical support agreement with Westnet for the First-In Alerting System.
The upgraded First-In Alerting Systems have been operational for approximately two years and have demonstrated improved reliability, performance, and compatibility with current City technology standards. The Project is currently under construction and will require installation of alerting systems to meet City operational standards and to ensure consistency across City infrastructure.
The proposed contract with Westnet includes:
Furnishing and installing the First -In Fire Station Alerting Platform Systems at new Fire Stations 36 and 39
One Year Technical Support
Installing the same alert system platform at the new fire stations will ensure uniformity across City facilities, streamline maintenance, and simplify staff training and system support. The First- In Alerting System design has been incorporated into the Project’s construction documents.
Staff recommends the council adopt the attached resolution to authorize the city manager to execute a contract with Westnet for the installation of Westnet First-In Alerting Platform Systems for the City of Fairfield Fire Stations 36 and 39.
FINANCIAL IMPACT
The total authorization for the contract is for a not -to-exceed amount of $459,775.40 , which includes $208,988.82 for the alerting system for Fire Station 36 ( Project No. CPW010036), $208,988.82 for the alerting system for Fire Station 39 ( Project No. CPW010092), and a 10% contingency ($417,977.64 contract amount + $41,797.76 10% contingency).
Costs for this contract are currently programmed in the Westnet Station Alerting System Project (CPW010037). This contract for Westnet is for Fire Stations 36 and 39 which are programmed in separate projects. In order to track costs for each of the Fire Station projects, budget f rom the Westnet Station Alerting System Project (CPW010037) will be transferred in the amount of $459,775.40 ($ 229,887.70 CPW010036; $ 229,887.70 CPW010092) to each of the fire station projects. This contract will be funded by the Intergovernmental Loan (Fund 551). This budget transfer will result in a net-zero adjustment within the Capital Building Fund (Fund 254) as budget will be transferred between existing projects. This is the same fund that was used to fund the alert system upgrade and modernization project completed two years ago.

ALTERNATIVE ACTION
The council may choose not to approve the installation of the First-In Alerting System for the new fire stations. However, this leaves the facilities without systems compatible with City infrastructure and severely impacts the emergency response to the community. Any delay in adopting the resolution will result in substantial delays to the alerting system installation.
