RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The proposed Lee Bell Prefabricated Restroom Project (Project) received $701,173 in funding from the Community Development Block Grant (CDBG) to install a public restroom at Lee Bell Park. The attached resolution awards a contract to Terocons Inc. for the site improvement s required for the installation of one prefabricated restroom building in the amount of $228,500.

A separate bidding process occurred on January 7, 2026, for the prefabricated restroom building and on February 3, 2026, the City Council adopted Resolution No. 2026-21, awarding the contract to Globe Engineering Development (GED).

DISCUSSION
Many of the City’s public park restroom facilities are aging, outdated, and have been subject to vandalism, making maintenance increasingly challenging and costly. To address these issues and provide better facilities for the public, staff have worked with maintenance and Police personnel to develop standards for new restroom facilities. This effort resulted in a standardized performance specification for a modular rest room design that is compliant with the Americans with Disabilities Act (ADA), vandal resistant, more cost-effective, easier to maintain, and provides greater security. Lee Bell has been identified as a location for installation.

The bid specifications included the site work required to prepare and complement the installation of one restroom building under this contract, which will be installed at Lee Bell Park.

Bids for this work were opened on March 25, 2026. Ten vendors submitted bids and ranged between $228,500 and $437,300. The Engineer’s Estimate for the Project was $389,000. The lowest bidder was Terocons Inc. of San Francisco, California. Terocons Inc. is appropriately licensed in the State of California to perform this type of work and is suffic iently experienced.

Staff have reviewed their bid documents and found them to be in order with no exceptions noted.

Staff therefore recommend that the council award the contract to Terocons Inc. as the lowest responsive and responsible bidder.

FINANCIAL IMPACT
The total construction authorization for the Project is $251,350 which includes the bid amount of $228,500 total bid amount plus a $22,850 contingency. Funding for the project is allocated under the CDBG. This contract will be fully reimbursed with CDBG funds.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION
A notice inviting bids for this project was advertised in the Daily Republic newspaper. In addition, the staff mailed a notice of the project and a complete bid package to a total of nineteen builder’s exchanges covering the area from Redding to San Jose and Stockton to Santa Rosa. A total of 2 contractors purchased bid documents for this Project.

ALTERNATIVE ACTION
The council may reject the bid and n ot award the Project. This is not recommended as this may place the City out of compliance with the Department of Housing and Urban Development’s timelines requirement for delivering the Project. This will lead to the City losing grant funds for the Project and risking future funding from the CDBG program.
