RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The proposed amendment will expand the scope of environmental services for the Markeley Lane Reconnection Project (Project) Professional Services Agreement (PSA). These additional services are required to comply with the National Environmental Policy Act (NEPA) for federal grant funded projects.

The original PSA allocated $579,438 for engineering design services for the Project. Adoption of this resolution authorizes the city manager to execute Amendment No. 2 with Bennett Engineering Services, Inc. (Bennett) to increase the PSA by $277,071 to cover the additional environmental services required for NEPA clearance due to receiving federal grant funding.

DISCUSSION
In January 2026, the City secured $850,000 in congressional federal funding earmarks from Congressman John Garamendi for the Project. This Project aims to extend a vital arterial roadway, providing additional essential access to Travis Air Force Base and nearby public schools within the Travis Unified School District. Approval under (NEPA is required for projects involving federal funding, permits, or land, including state or local projects that receive federal assistance. NEPA

mandates that agencies evaluate environmental impacts prior to making final decisions or allocating federal funds.

On July 1, 2025, the City Council adopted Resolution No. 2025-121 which authorized a design PSA with Bennett Engineer Services, Inc. (Bennet). The original scope of work and fees outlined in the PSA did not include support for NEPA clearance, as the Project did not initially involve federal funding.

On Sept ember 11, 2025, staff approved a no-fee Amendment No. 1 to advance the aquatic resources delineation report in compliance with the California Environmental Quality Act (CEQA).

Amendment No. 2 proposes to include environmental support activities required f or federal compliance, including preparation of a Preliminary Environmental Survey (PES), NEPA documentation, and the following technical studies: natural environment assessment, biological assessment, historic property and archaeological study, air qualit y assessment, air quality conformity analysis, noise report, and visual impact assessment.

Approval of Amendment No. 2 is necessary to ensure compliance with federal grant requirements and to enable the expenditure of the allocated funds. Following counci l approval, Bennett will initiate the environmental tasks required to obtain NEPA clearance.

FINANCIAL IMPACT
Authorization of Amendment No. 2 to the PSA will increase the contract maximum fee by $277,071 for a new not-to-exceed total amount of $856,509, up from $579,438. Funding for the amendment is captured in the Capital Streets Fund (Fund 252).
