STATEMENT OF ISSUE
Adoption of the resolution will formally accept the subdivision improvements for the Canon Station Planning Area 5 – Neighborhood J & K-2 Subdivision (Subdivision) as complete.

DISCUSSION
One Lake Holding, LLC (Developer) has completed all the required improvements for the Subdivision in accordance with th e subdivision improvement agreement adopted by the City Council on December 3, 2024, by Resolution No. 2024-276. The subdivision consists of 84 single- family residential lots in Planning Area 5 and 29 privately -owned and maintained pedestrian realm parcels.

Staff have inspected the improvements in the subdivision and found them to be complete in accordance with City Standards and the requirements of the subdivision improvement agreement. The final punch list was completed on December 8, 2025. The proposed resolution accepts the subdivision improvements as being complete, except for the obligation of the Developer to repair or reconstruct defective work for a period of one year after the final acceptance.

FINANCIAL IMPACT
Acceptance of the public improvements by the council will obligate the City to maintain the public improvements, including Briones Drive, Calero Drive, Freeform Drive, Open Green Drive, Tempo Drive, and all public water, sewer, and storm utilities located within these streets. Ongoing maintenance for the public improvements will be funded by the City’s General Fund.

The Homeowner’s Association (HOA) will be responsible for the maintenance of the improvements within the pedestrian realm, which include landscape, irrigation, streetlights, and sidewalks, with a portion of these costs to be funded through Community Facilities District (CFD) No. 2023-1 and 2023-2.
