TASK 4. Environmental
Subtask 4.2. Preliminary Environmental Survey Form (QPTIQNAb} Once federal funding is awarded, ESA will begin preparation of analyses and documentation to satisfy the requirements of NEPA.

To initiate the NEPA review process with Caltrans District 4 Division of Local Assistance, ESA will prepare a Preliminary Environmental Study (PES) form for the project in accordance with the requirements of the Local Assistance Procedures Manual (LAPM), Chapter 6. An approved PES form is required by Caltrans in order to identify and scope any environmental technical studies that Caltrans may require to support their review and approval of the project under NEPA.

DELIVERABLES:
• Preliminary Environmental Study Form
Subtask 4.3. Environmental Technical Studies (QPTIQNAb} The analysis completed in the NEPA document will be supported by technical investigations and studies as follows:

Botanical Survey
ESA will conduct a botanical survey of the project study area (including the proposed work areas, access routes, and staging areas) where special-status plants may occur in support of regulatory permitting. These surveys will follow the CDFW 2018 Protocol for Surveying and Evaluating Impacts to Special Status Native Plant Populations and Sensitive Natural Communities. A one-day survey in the spring (April) will coincide with the flowering period of Contra Costa goldfields (Lasthenia conjugens) and ESA will also visit a reference population for this species. The results of the survey and any recommendations will be included in the Natural Environment Study report prepared for the project.

Biological Resources
ESA will prepare a Natural Environment Study (NES) to identify biological resources in the project area and analyze potential project effects. ESA will complete a background review and biological resources reconnaissance survey of the project area to assess and document protected biological resources INITIALS:
present or those with potential to occur, evaluate potential impacts on biological resources that may result from project construction and operation, and identify applicable mitigation measures.
