RESOLUTION NO. 2026-72
APPROVING THE FISCAL YEAR 2026-2027 COMMUNITY DEVELOPMENT BLOCK GRANT
ANNUAL ACTION PLAN
WHEREAS, the City is required by the U.S. Department of Housing and Urban Development (HUD) to submit an Annual Action Plan (AAP) for fiscal year (FY) 2026-2027 to receive annual Community Development Block Grant (CDBG) entitlement funds; and
WHEREAS, through an extensive process , the City solicited proposals for public service and nonpublic service applications during FY 2023-2024; and
WHEREAS, the FY 2022 -2027 CDBG Consolidated Plan allows the city to accept applications during year one and year three of the Consolidated Plan cycle. FY 2026-2027 is year three of the three year cycle; and
WHEREAS, the City conducted monitoring of all of the FY 202 5-2026 subrecipients to ensure program compliance. And found that all the public service subrecipients are in compliance with the CDBG Program; and
WHEREAS, the CDBG Advisory Committee reviewed and discussed the CDBG funding and made recommendations for FY 2026-2027; and
WHEREAS, a public notice was published on April 12, 2026, to accept public comment on the FY 2026-2027 Annual Action Plan.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES
Section 1. The city manager or designee is authorized to submit the FY 2026-2027 CDBG Annual Action Plan to the U.S. Department of Housing and Urban Development ( HUD) and execute any and all documents and contracts associated with the FY 2026-2027 CDBG Annual Action Plan.
Section 2. The city manager or designee is authorized to execute contracts and MOU’s for CDBG funding for FY 202 6-2027 for the following subrecipients in accordance with the CDBG Annual Action Plan: Economic Development , P arks & Recreation Department, Lions Center for the Visually Impaired, Meals on Wheels, The Leaven, and Empowered Aging.
