STATEMENT OF ISSUE
Each year, the City Council holds a strategic goal -setting session to identify goals and priorities for the City in the coming year. Goal setting helps the City to establish, prioritize, or reform programs and projects for the coming fiscal year.
DISCUSSION
In January 2026, the City Council, the Senior Leadership Team (SLT), and other key staff members held a two-day strategic goal-setting workshop. During both days, the council and staff discussed a long -term vision for the City, reviewed the six existing overarching goals, and prioritized numerous other objectives for the 2026 mid-cycle update. Following the workshop, SLT worked to expand on the objectives with various action items and staff will update the strategic goals document to highlight those action items in the coming fiscal year. The action items the SLT developed around council’s objectives are attached to this staff report.
In January 2024, staff presented the initial launch of the transparency portal for tracking the City Council goals and Priorities. The portal shared information about the council in a story map called “Know your Council,” Council goals and Priorities, including performance reports, and a dashboard for Capital Improvement Projects (CIP). In January 2025, additional datasets were released, which included the police transparency portal, open data po rtal, and development projects.
Currently, the goals from fiscal year ( FY) 2025-2027 are listed, and the portal is updated quarterly by staff. The portal can be accessed by anyone here:
https://transparency.fairfield.ca.gov. All current items with the status of “cancelled ,” or “completed” will not be carried over, and details will be retained in the published quarterly performance reports. The new items and the existing items in the status of “Not started” and “In Progress” will continue to be tracked as a new dataset for the upcoming two fiscal year cycle.
As of March 2026, 62% of action items are complete, and 19% are on target and in progress, meaning 81% of initiatives are either finished or actively underway. The performance report for April to June will be uploaded to the transparency portal in July 2026. The 2026 mid-cycle update will be uploaded to the transparency portal effective July 1, 2026. Staff will continue to provide quarterly updates in the new fiscal year. City management will use the goals and objectives outlined to hold departments accountable in responding to the community's priorities.
FINANCIAL IMPACT
There is no direct financial impact on the approval of the annual goals. However, programs or projects stemming from strategic goals may requ ire financial resources to implement.
Those items are already included in the budget or will require additional council authorization as they advance.
