RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
The City of Fairfield entered into a consultant services agreement with Restoration Family Counseling Center, Inc. (RFCC) in July 2023 which expires June 30, 2026. The proposed resolution approves an agreement with expanded scope and a three-year term.

DISCUSSION
In July 2023, the City of Fairfield entered into an agreement with RFCC to provide counseling services for employees of the Fairfield Police Department. This agreement, set to expire on June 30, 2026, established a foundation f or supporting the mental health and well -being of department personnel. The proposed agreement builds upon that foundation by expanding services to include peer support programming, such as critical incident stress debriefings, quarterly peer support training, and semi-annual spousal support group training.

Since the implementation of the original agreement, utilization of counseling services has steadily increased. This trend is attributable to several factors, including recent exposure to highly traumatic events such as officer -involved shootings and fatal traffic collisions involving young children. Additionally, broader societal shifts have contributed to increased awareness and acceptance of mental health care, reducing stigma and encouraging employees to proactively seek support.

The nature of law enforcement work places personnel at a significantly higher risk of repeated exposure to traumatic events. While the average individual may experience fewer than five critical incidents over the course of their lifetime, first responders routinely encounter hundreds.

Without appropriate support systems, this cumulative exposure can have lasting impacts on mental health, job performance, and overall well -being. Providing access to timely counseling services and structured critical incident debriefings is essential to maintaining a healthy and resilient workforce.

Expanding these services is not only a proactive investment in employee wellness, but also a fiscally responsible strategy. Early intervention and ong oing mental health support can help prevent or mitigate more serious conditions that often lead to workers’ compensation claims, extended leave, or reduced productivity. By strengthening access to counseling and peer support resources, the City can better support its employees while promoting long -term organizational effectiveness and public safety.

FINANCIAL IMPACT
The Professional Services Agreement with RFCC for peer support and counseling services establishes a not -to-exceed contract amount of $396,855 . The total potential contract authorization is $661,475, which includes the base term (three years) plus two optional one-year extensions ($396,855 + $132,295 + $132,295). Funds for services are budgeted in the General Fund for the Police Department (Fund 101, Division and Responsibility Code 50100, and General Code 8386).
