CITY OF FAIRFIELD
RESOLUTION NO. 2026-85
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT
WITH ASCENT TO PROVIDE PLANNING AND CONSULTING SERVICES FOR PHASE II OF THE FAIRFIELD FORWARD 2050 GENERAL PLAN IMPLEMENTATION
WHEREAS, the city adopted Resolution 2024-281, a General Plan and Climate Action Plan (CAP) and certified an Environmental Impact Report (EIR) as part of Fairfield Forward 2050 on December 3, 2024; and
WHEREAS, the General Plan is a long-term comprehensive vision that guides future decisions on development, resource management, and public safety in Fairfield through goal and policy objectives; and
WHEREAS, the City Council identified the implementation of Fairfield Forward 2050 as a priority; and
WHEREAS, the City released a Request for Proposals in May 2025 to solicit proposals from planning consulting firms interested in supporting the implementation of Fairfield Forward 2050; and
WHEREAS, following a thorough review of all proposed scopes of work and a robust interview and evaluation process, the city retained the services of Dyett & Bhatia in July 2025 to assist in a timely and efficient implementation of short -term priorities under the fi rst phase of Fairfield Forward 2050 including the 2023-2031 Housing Element; and
WHEREAS, the city wishes to retain the services of Ascent to complete the second phase of Fairfield Forward 2050; and
WHEREAS, the proposed Professional Services Agreement for a contract amount of $399,045, which includes a $30,000 contingency, will support staff in completing short -term priorities in alignment with the council’s desired timeframes.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The city manager is authorized and directed to execute, on behalf of the city, the proposed Professional Services Agreement between the City and Ascent for the second phase of implementation of Fairfield Forward 2050.
Section 2. The city manager is authorized to execute any necessary future amendments to the Proposed Professional Services Agreement.
