Funding Source: $110,048; North Bay Regional Fund

Contact: Michael Hether, (707) 428-7493

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
Staff is seeking to amend the agreement between the City and BSK Associates (BSK) to account for an increase in State required testing due to various field conditions.

DISCUSSION
The laboratory at the North Bay Regional (NBR) Water Treatment Plant serves as the State certified water quality testing laboratory f or the Fairfield Municipal Water System. As such, it is staffed by personnel certified to perform both sample collection and testing. In late 2025, the retirement of a certified Laboratory Technician created a staffing shortage As a result, the Laboratory Manager was required to perform collections rather than fully overseeing laboratory operations, creating a potential risk to compromise lab function and state requirements.

On January 6, 2026, s taff subsequently entered into an agreement with BSK, a State certified laboratory, to support the ongoing State mandated testing after soliciting multiple labs in an amount not-to-exceed $99,952.

The number and nature of required tests can vary depending on environmental and field conditions. Staff initially estimated the level of testing to maintain compliance with the intent of bringing a longer -term contract before council, however, staff underestimated the volume of

testing that would be needed. Consequently, staff is requesting an amendment to the original agreement to maintain continuity of the required testing.

FINANCIAL IMPACT
The total authorization for this amendment is $110,048 which increases the original contract amount to not-to-exceed amount to $210,000. The cost for this agreement will be paid out of the North Bay Regional Fund (Fund 465).
