RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The Peabody Road Widening Project (Project) is identified in the Train Station Specific Plan (TSSP) and is being advanced in coordination with the Fire Station 39 frontage improvements to prepare the corridor for future grant funding opportunities . To progress the Project from concept to construction, professional design services are required to complete environmental clearance, right-of-way acquisition, and plans, specifications, and the engineer’s estimates. Staff recommend the City C ouncil authorize the city manager to execute a Professional Services Agreement (PSA) with Kimley-Horn and Associates, Inc. (Kimley-Horn), thereby enabling the City to proceed with the Project.
DISCUSSION
The Project proposes widening of approximately 1 ,300 linear feet on the west side of Peabody Road from Air Base Parkway to Huntington Drive. The Project is a planned capital improvement consistent with the City's adopted TSSP transportation network improvements.
Fire Station 39 is currently under construction on a parcel on the west side of Peabody Road, south of Huntington Drive. The Fire Station 39 project will be installing two driveways to and from
Peabody Road with temporary asphalt extensions from the property to the existing Peabody Road edge of pavement until such time as the ultimate Peabody Road widening is constructed.
The southern driveway wil l become the west leg of the existing Peabody Road and Dobe Lane intersection.
The Project consists of two phases . Phase 1, or near -term improvements, includes traffic signal modifications to accommodate the new Fire Station 39 driveway at the Peabody Road and Dobe Lane intersection. Phase 1 improvements are anticipated to be constructed before the planned opening of Fire Station 39 at the end of the year.
Phase 2 includes the widening of Peabody Road from Air Base Parkway to Huntington Drive. The widening will add two lanes southbound on Peabody Road and include new bike lanes, median, curb, gutter, sidewalk and landscaping. This will require traffic signal modification at the Peabody Road and Dobe lane intersection including removal of near-term Phase 1 poles and replacement with new poles, Americans with Disabilities Act (ADA) curb ramp upgrades, and addition of a new east-west crosswalk on the north leg. Advancing the Phase 2 design at this time will help avoid throwaway work associated with temporary improvements and ensure the ultimate roadway widening improvements are properly coordinated and constructed in a comprehensive manner.
Project History
On June 26, 2011, 2011, the City adopted the TSSP for a new growth area in northeast Fairfield.
The TSSP anticipates the development of 6,000 housing units, 30 -acres of new commercial development and a new industrial business park. To accommodate northeast development , the TSSP identified the need to improve the existing transportation network. These improvements include widening and complete street improvements to Peabody Road, Manuel Campos Parkway, and Vanden Road. Peabody Road runs north-south along the western boundary of the TSSP area and intersects Cement Hill Road and Manuel Campos Parkway near the southwest corner of the project site.
In 2016, the City completed construction of the new six-lane Peabody Road between Huntington Drive and Vanden Road. The new Peabody Road included a grade-separated overcrossing of the existing railroad tracks, which significantly enhances motorist safety and reduces traffic congestion along the corridor by eliminating motorists dwell time waiting for trains at the at - grade crossing.
The Project would widen the remaining segment of Peabody Road from Huntington Drive to Air Base Parkway to six lanes. The TSSP identifies that new development within the TSSP shall pay its proportionate share of the construction of the off -site widening of Peabody Road to six travel lanes from the southern limit of work of the Peabody Road railroad overcrossing improvements, south to Air Base Parkway.
Procurement Process
On Februar y 17, 2026, the council adopted Resolution No. 2026 -22 Approving a Shortlist of Qualified Consultants for Capital Improvement Projects engineering services. The shortlist of approved consultants serve s as the basis for awarding professional engineering ser vices agreements for projects requiring technical expertise. City staff and the city engineers were authorized to solicit and review proposals from the approved consultants as needed.
In April 2026, staff solicited Request for Proposals (RFP) from civil engineering firms on the shortlist established by Resolution No. 2026 -22 related to design of the Project necessary to implement near term improvements and ultimate widening of Peabody R oad. Proposals were submitted by two firms, Bennett Engineering and Kimley-Horn. Following evaluation, Kimley- Horn has been selected to design this project.
Kimley Horn has provided a cost proposal in the amount of $1,178,232 for engineering design services, which include environmental permitting, the California Environmental Quality Act (CEQA) documentation, civil engineering design, bid support and construction support. Kimley- Horn was selected based on their technical quali fications and their ability to meet the Phase 1 schedule required to support the opening of Fire Station 39 in December 2026.
FINANCIAL IMPACT
The total authorization for the PSA for the Project is for a not-to-exceed amount of $1,296,055.20 which is the total contract amount plus a 10% management reserve ($ 1,178,232 total PSA amount + $117,823.20 management reserve). Of this total amount, $431,840.20 is allocated from the AB 1600 - Traffic and Streets (Fund 261) and $864,215 is allocated from the Northeast Impact District (Fund 290).
