RECOMMENDED ACTION
Discussion and direction regarding the vacant park ranger position.

STATEMENT OF ISSUE
On November 20, 2007, the City Council established the Rockville Hills Regional Park Citizens Advisory Committee (RCAC) and guidelines by adopting Resolution No. 2007 -319. The Rockville Hills Regional Park Citizens Advisory Committee purpose is to assist the City in making major decisions that affect the Rockville Hills Regional Park (Park).

At the council meeting on March 3, 2026, during public comments a Rockville Hills Regional Park Citizens Advisory Committee member expressed concerns regarding the la ck of a Ranger at Rockville Hills Regional Park and ask to make a formal presentation as an RCAC member.

DISCUSSION
The 633-acre Park is located on Rockville Road west of Suisun Valley Road. The Park serves a variety of local and visiting users, including walkers, hikers, runners, bicyclists, and outdoor enthusiasts. Additionally, the Park serves as an educational oasis , often hosting a variety of students and youth organizations.

As of August 2025, the park ranger position has been vacant. The RCAC believes that the absence of a Park Ranger at Rockville Park significantly limits enforcement of park rules, reduces pu blic safety oversight, and weakens coordination of the volunteer program that supports trail

maintenance and stewardship. The committee also finds that grazing operations are left without proper monitoring, increasing the risk of unmanaged livestock impact s on park lands flora and fauna.

In the RCAC’s view, these gaps contribute to declining trail conditions, increased impacts from park users, overgrazing and slower emergency response when issues arise. Without prompt action to fill this role, the RCAC bel ieves the overall quality, safety, and long -term sustainability of the park experience will continue to decline.

Nik Glazer a Rockville Hills Regional Park Citizens Advisory Committee member and co-chair, will make a presentation on the consequences of not having a park ranger at Rockville.
