CITY OF FAIRFIELD
RESOLUTION NO. 2026-107
AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1 TO THE AGREEMENT
BETWEEN THE CITY OF FAIRFIELD AND BSK ASSOCIATES
WHEREAS, the laboratory at the North Bay Regional (NBR) Water Treatment Plant serves as the State certified water qualified testing laboratory for the Fairfield Municipal Water System; and
WHEREAS, one of the certified laboratory technicians retired, creating a personnel shortage; and
WHEREAS, the laboratory manager was required to perfor m collections rather than fully overseeing laboratory operations, creating a potential risk to compromise lab functions and state requirements; and
WHEREAS, the City entered into a Professional Services Agreement (PSA) with BSK Associates (BSK), a state certified laboratory, on January 6, 2026, to perform State mandated water testing of the city’s drinking water; and
WHEREAS, the required amount of routine testing varies based on state requirements and field conditions; and
WHEREAS, the initial volume of required testing under the BSK agreement was underestimated; and
WHEREAS, City staff is seeking to amend the agreement to account for the increased volume of testing.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. The city manager is hereby authorized and directed to execute on behalf of the City of Fairfield, Amendment No. 1 between the City of Fairfield and BSK Associates.
Section 2. The total authorization for this amendment is $110,048 which increases the original contract amount to not-to-exceed amount to $210,000. The cost for this agreement will be paid out of the North Bay Regional Fund (Fund 465).
Section 3. The city manager or designee is hereby authorized to do all things necessary to implement the above-mentioned agreement and amendment.
