Introduction
The Rockville Hills Regional Park Committee recommended the City Council establish a Rockville Hills Regional Park (Park) Citizen Advisory Committee (Committee). The council approved the recommendation in Resolution No. 2007-151A. The Committee's purpose is to assist the City in making major decisions that affect the Rockville Hills Regional Park (Park). The Committee is an advisory body to the Planning Commission.

Mission and Objectives
The Committee's mission is to provide the City feedback and input regarding major decisions affecting the Park. The Committee will do this by reviewing all Management Plan or governing Ordinance based improvements planned for the Park by the City.

The Committee will receive quarterly updates (or more frequently if necessary) on major park projects, major policy and/or major operational changes from the Public Works Department staff. If the Committee has recommendations on the projects, their suggestions will be presented by them to staff and the Planning Commission in a timely manner and before any final action is taken. The Committee will meet when it deems necessary. Three Committee members shall constitute a quorum. City staff will provide the Committee with required information to assist the Committee in making its recommendations to the Planning Commission. The Committee will make timely recommendations so that projects are not unnecessarily delayed.

Rockville Hills Regional Park Citizen Advisory Committee Seven Committee members are appointed by the Mayor with the approval of the council. The Committee members must live in Solano County, three of whom must live in the City of Fairfield. Committee members should have at least three years of either professional or volunteer experience in public open space and recreation endeavors or a unique familiarity and knowledge of the Park. Committee members will be selected based on their ability to fairly represent the multitude of recreation users and special interest groups that use the Park. No one special interest group shall be over-represented. Committee members will serve on 2 staggered four-year terms. Members of the Committee shall serve a maximum of two regular four-year terms, plus any unexpired term to which they are appointed, for a maximum of ten years. For the purposes of this provision, a two-year term served by an initially appointed Committee member shall be deemed an unexpired term. Members in good standing who are eligible for reappointment may be reappointed by the mayor and the council without the need for an interview.

Staff liaisons from Parks and Recreation, Public Works, and Fire shall assist the Committee as requested and needed.

The Committee shall have the following roles and responsibilities:

• Review all capital and Management Plan projects and those allowed by the Ordinance governing the Park at their conceptual design level. Provide recommendations on these projects to the Planning Commission and Public Works staff to ensure the objectives of the Management Plan and the Ordinance governing the Park are being adhered to.
• Advise, inform, and make recommendations to the Planning Commission and Public Works staff on major issues not specific to the Management Plan and/or Ordinance governing the Park.
• Conduct visitor surveys to determine user satisfaction. City staff shall approve all survey instruments prior to their use.
• Establish and continue a dialog with Park users to keep abreast of their interests and viewpoints about major issues in the Park, and to garner their input on planned major park projects.
• Exchange ideas with the Planning Commission and Public Works staff on long-term preservation and enhancement strategies for the Park.

It is not the Committee's role or responsibility to be involved in day-to-day Park operational decisions or issues, or decisions made by the Rockville Trail Advisory Group (RTAG).
