RECOMMENDED ACTION
Adopt resolutions.

STATEMENT OF ISSUE
Both resolutions are related to the November 3, 2026, General Municipal Election. The first resolution calls for the election to be held on November 3, 2026, to elect three City Councilmembers in Districts 1, 3, and 5, and one at-large Mayor, and requests the Solano County Board of Supervisors' consent to the consolidation of the City's general municipal election with the statewide election on that date. All open seats are for a four -year term. The resolution also notes that the City Council may submit one or more ballot measures to the voters at the election.

The second resolution requests the Solano County Board of Supervisors to permit the Solano County Registrar of Voters to administer the election and related election services.

DISCUSSION
The City's Municipal Code provides for general municipal elections to be held on the first Tuesday after the first Monday in November of each even-numbered year. This year, the election will take place on November 3, 2026.

The first resolution calls for the election to be held on November 3, 2026, to elect three City Councilmembers in Districts 1, 3, and 5, and one at-large Mayor, and notes that the City Council may submit one or more ballot measures to the voters.

The second resolution requests the Solano County Bo ard of Supervisors to permit the Solano County Registrar of Voters to provide election services to the City and to establish charges for the candidates' ballot statements. The resolution authorizes the city clerk to publish a notice of the election with the seats to be filled and a later notice which contains a list of the candidates in the order in which they will appear on the ballot. The resolution also authorizes the Registrar of Voters to render the following election services:

 Precinct consolidation, establishment of polling places, retention of election officers, and preparation/mailing of notices of appointment;
 Printing of sample ballots and envelopes, ballot measures, polling place cards, ballot arguments, and mailing of the same to registered voters;  Printing of official ballots;
 Purchasing of precinct and absentee voter supplies;
 Provisions for absentee voting at the Registrar of Voters, Elections Division;  Cartage of voting booths, ballots, ballot boxes, and precinct supplies to and from precincts;
 Supervision and conduct of the election;
 Tabulation of votes;
 Canvassing of the returns;
 All things necessary or incidental to the above functions as may be requested from time to time by the city clerk.

FINANCIAL IMPACT
The City reimburses Solano County in full for the services provided by the Registrar of Voters to administer the election. This year, the cost of election has been estimated at $5 per registered voter. The City of Fairfield currently has 69,109 registered voters. Using the $5 per registered voter figure received from the Solano County Registrar of Voters, equals $ 345,545; and an additional $0.50 for each ballot measure ($ 345,545 x $1.00 = $345,545), this year’s election will cost approximately $691,090. Election costs are paid from the City’s General Fund.
