STATEMENT OF ISSUE
Considering recent events at Fairfield High School, Councilmember Sandhu requested a presentation by the Fairfield Police Department on the School Resource Officer (SRO) program.

DISCUSSION
Fairfield Police Department’s (FPD) Youth Services Unit maintains a close partnership with school administrators at Armjio High School, Fairfield High School, Rodriguez High School, Vanden High School, as well as middle schools and Public Safety Academy. The program, in partnership with both Fairfield-Suisun Unified School District (FSUSD) and Travis Unified School District (TUSD), provides opportunities for officers to build trust with youth in the community and support a safe environment on school campuses.

SROs complete at least 40 hours of specialized training to work with students. SROs are a special assignment generally viewed as a sought -after placement by officers within FPD. Officers assigned as an SRO are typically seen as having excellent interpersonal skills to interact extensively with school administrators, teachers, students, and demonstrate a passion to mentor youth in the community.

There are currently five SRO assignments to cover the high school s and middles schools in Fairfield. Additionally, FSUSD contracts with FPD for a Cadet Tra ining Officer, generally assigned to a Community Services Officer (CSO). The costs for SROs and the CSO are split under Memorandums of Understanding (MOU) with both school districts (Attachments 1-3). In addition to support on campus, SROs work in partnership with the districts on maintaining legally required Comprehensive School Safety Plans to address campus risks and prepare for emergency situations.

The Solano County Civil Grand Jury conducted a review of SRO programs in July of 2025. Their findings were positive and recommended an expansion of SRO coverage in schools. The report and responses are attached for reference.

FINANCIAL IMPACT
The contract for SROs with FSUSD and TUSD is split 50/50 for the salary cost of the top step police officer position. Other benefit costs are not included. FSUSD shares the cost of four SROs totaling $312,764 paid by the District. TUSD’s share of cost for one SRO is $78,191. The contract with FSUSD for one CSO is also 50/50 cost split with the District paying $38,604. In total, the school districts pay a total of $429,559 of salary costs for five officers and one CSO.
