RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The North Bay Regional Water Treatment Plant (NBR WTP) is joi ntly operated by the Cities of Vacaville and Fairfield through a Joint Powers Agreement (JPA) executed in 1987 . Asboth cities are experiencing growth, there is a need to expand the facilities to accommodate future demand.
The proposed amendment to the Professional Services Agreement (PSA) with West Yost Associates adjusts the original scope and fee to support additional services, including capacity analysis, pipeline alignment, and environmental review.
DISCUSSION
On December 17, 2024, the City Council adopted Resolution No. 2024 -293, awarding the PSA to West Yost Associates for the North Bay Regional Water Treatment Plant Expansion Program (Project). The initial scope of services included facilities planning and analysis to define the NBR expansion, with a design-build project delivery approach.
As the Project advanced, additional scope and analyses not included in the original proposal were identified. West Yost provided a proposal for budget augmentation, outlining the minimal scope and cost adjustments necessary to complete the facilities planning process. Staff recommend approval of Amendment No. 1 to increase the Project’s authorized budget. The increased costs
are attributable to an expanded scope of environmental studies and engineering planning analyses. Approval of this amendment will increase the PSA maximum authorization by $304,100 for a total not-to-exceed amount of $2,297,200.
FINANCIAL IMPACT
The JPA specifies that the administering party shall reimburse all direct and indirect costs incurred out of the J EPA fund. Both parties wish to pursue the NBRWTP expansion in additional design services and consequently will split all costs to complete this work.
The NBR Fund (Fund 465) will utilize previously collected reserves and will split the cost as follows:
City of Fairfield contribution: $139,709.50
City of Vacaville contribution: $164,390.50
The additional PSA costs for West Yost Associates were not included in the FY 2025-2026 Capital Improvement budget for the NBR Water Treatment Plant Expansion (CPW040114). A budget adjustment of $304,100 to include the additional costs and increase appropriations to the design costs is required. The project budget adjustment will be funded with fund balance from the North Bay Regional Fund (Fund 465).
