RECOMMENDED ACTION
Hold public hearing and adopt resolution.

STATEMENT OF ISSUE
The adoption of this resolution will approve the fiscal year (FY) 2026-2027 Engineer’s Report and provide for the levy and collection of assessments within the Smith Ranch Assessment District (District) for the maintenance of streets, storm drainage, and other infrastructure within the District.

DISCUSSION
The City formed the Di strict in 1986 to fund the construction of public infrastructure improvements in the Rancho Solano subdivision and to provide ongoing maintenance and repairs thereof.

The engineer’s report contains a complete description of the lots and parcels of land within the boundaries of the District, an estimate of maintenance and repair costs during the next fiscal year, and the assessment levies upon lots and parcels of land.

The FY 2026-2027 levy for the District is proposed to remain at the FY 2025-2026 levy of $325 per parcel, which does not exceed the District’s adopted assessment range maximum of $395 per parcel established in 1996.

The total proposed FY 2026 -2027 revenu e for the District is $505,562, which includes assessments of $389,925 and interest of $115,637. The total proposed FY 2026-2027 expenditure for the District is $7,103, which includes maintenance and administrative costs.

Funding for larger maintenance projects in the District requires the accrual of assessments over time. Since the formation of the District, several major maintenance projects have been completed. As part of the City’s current Capital Improvement Plan (CIP), the District will continue to fund the 2025 Rancho Solano Pavement Maintenance Project (estimated total project cost of $2,550,000) and the 2026 Rancho Solano Pavement Maintenance Project (estimated total project cost of $5,100,000). Both Projects consist of pavement grinding, crack se aling, adjusting manholes, valves, monuments to grade, application of an asphalt rubber cape seal, slurry seal, asphalt overlay, and pavement rehabilitation on various streets throughout the Rancho Solano community. Authorization to fund both Projects was granted during the regular CIP approval process for FYs 2023-2024, 2024-2025, and 2025-2026.

On May 26, 2026, the City Council adopted Resolution No. 2026-78 granting preliminary approval of the FY 2026 -2027 Engineer’s Report, declared intention to orde r the levy and collection of assessments, and provided notice of a public hearing on June 16, 2026. The adoption of this resolution will grant final approval of the FY 2026-2027 Engineer’s Report and order the levy and collection of FY 2026-2027 assessments for the Smith Ranch Assessment District.

FINANCIAL IMPACT
The total proposed expenditure for the District is $7,103, which will be paid from the Smith Ranch Assessment District Fund 178.
