Funding Source: $740,000; Capital Water Fund

Contact: Michael J. Hether, (707) 428-7493

RECOMMENDED ACTION
Adopt resolution.

STATEMENT OF ISSUE
Fairfield Municipal Utility (FMU) provides water to city residents on a continuous basis and is responsible for maintaining the existing water system, some of which include pipelines that cross under Interstate 80 (I -80). As part of the City’s ownership and maintenance responsibilities, all pipelines that cross the under freeway must comply with Caltrans standards and specifications.

The proposed Contractor Service Agreement (CSA) will provide construction services to ensure that the City’s pipeline will continue to conform to Caltrans standards and specifications as Solano Transportation Authority (STA) oversees the completi on of the I -80 Westbound Truck Scales Relocation Project (Project).

DISCUSSION
The 30-inch water transmission pipeline was constructed under I-80 in 2011. The existing pipeline includes a casing to the edge of the Caltrans right of way (ROW) per Caltrans standards and specifications. Caltrans is currently constructing a new west -bound truck scales. Part of the Project includes relocation of Caltrans ROW. Specifically, Caltrans is relocating its ROW from its current location to the north. Consequently, to maintain compliance with Caltrans standards and

specifications, the City of Fairfield is required to extend the pipe casing from its existing termination to the new Caltrans ROW boundary (approximately 50 feet).

The City of Fairfield received two quotes f or the construction of the casing extension. One from J&M, Inc in the amount of $1,295,000, and one from Kiewit Infrastructure West Co. (Kiewit) in the amount of $704,000. Kiewit is STA’s design and builder for the Project. City staff have been working with Kiewit for the past two years to coordinate the work involved in extending the existing pipe casing. Kiewit has been instrumental in assisting city staff in designing a less expensive casing option that will conform to Caltrans specifications.

City staff have determined that it is not cost effective to hire a separate contractor to perform this work as the Project site is controlled by Kiewit on behalf of STA. Engaging additional contractors could interrupt Kiewit’s ability to complete the overall truck-scale Project according to the scheduled timeline. Currently, the installation of the casing is scheduled to be completed by the end of Spring of 2026.

City staff recommend awarding the CSA to Kiewit. Upon approval, staff w ill continue to collaborate with the STA and Kiewit to complete the Project.

FINANCIAL IMPACT
The CSA with Kiewit for construction will authorize a contract for a total base fee of $704,000 plus a 5% management reserve in the amount of $35,200. Total authorization for this contract would be an amount not-to-exceed $739,200. Funding for this project is capt ured in the Capital Improvement Program through Capital Water Fund (Fund 462; Project No. CPW090134).
