RESOLUTION NO. 2026-121
REQUESTING THE SOLANO COUNTY BOARD OF SUPERVISORS TO PERMIT THE COUNTY
REGISTRAR OF VOTERS TO RENDER SERVICES IN CONNECTION WITH THE GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF FAIRFIELD ON TUESDAY, NOVEMBER 3, 2026, AND AUTHORIZING THE SOLANO COUNTY BOARD OF SUPERVISORS TO CANVASS THE RETURNS OF THE ELECTION; DETERMINING CHARGES FOR CANDIDATES' STATEMENTS; AND
AUTHORIZE THE CITY CLERK TO PUBLISH THE NOTICE OF ELECTION
WHEREAS, the City Council by previous resolution has called a General Municipal Election for Tuesday, November 3, 2026; and
WHEREAS, the council requires and requests the Solano County Board of Supervisors to permit and undertake certain actions in connection with the election; and
WHEREAS, the Solano County Board of Supervisors establishes the charges for candidates' ballot statements, and the City Clerk publishes certain notices in connection with the election.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF FAIRFIELD HEREBY RESOLVES:
Section 1. Requesting the County to Render Election Services: Pursuant to California Elections Code Section 10002, the Board of Supervisors is hereby requested to permit the County Registrar of Voters to render the following services to the City of Fairfi eld in connection with the conduct of the General Municipal Election to be held in the City of Fairfield on Tuesday, November 3, 2026:
a) Precinct consolidation, establishment of polling places, retention of election officers, and preparation/ mailing of notices of appointment;
b) Printing of sample ballots and envelopes, ballot measures, polling place cards, ballot arguments, and mailing of the same to registered voters; c) Printing of official ballots;
d) Purchasing of precinct and absentee voter supplies;
e) Provisions for absentee voting at the Registrar of Voters, Elections Division; f) Cartage of voting booths, ballots, ballot boxes, and precinct supplies to and from g) precincts;
h) Supervision and conduct of the election;
i) Tabulation of votes;
j) Canvassing of the returns;
k) All things necessary or incidental to the above functions may be requested from time to time by the city clerk.

Section 2. Determining Charges for Candidates' Statements: Pursuant to California Elections Code Section 13307, each candidate for elective office to be voted for at the General Municipal Election to be held in the City of Fairfield on November 3, 202 6, may prepare a Candidate's Statement (not to exceed 200 words) on an appropriate form provided by the city clerk, and consistent with instructions provided by the city clerk. The City shall bill each candidate for City Council, and Mayor, the prorated cost of printing and handling the Candidates' Statements.
Section 3. Authorizing the City Clerk to Publish Notice of the Election and the Names of the Candidates: The city clerk of the City of Fairfield is hereby requested to publish a Notice of Election in conformance with California Elections Code Sections 12101 and 12102 no later than July 1, 2026. The city clerk is further requested to publish a list of the names of the nominees, in the order in which they will appear on the ballot, in accordance with California Elections Code Section 12110, along with any other election-related notice required by applicable law.
Section 4. Filing of Resolution with the Board of Supervisors: The city clerk of the City of Fairfield is hereby authorized to file a copy of this resolution with the Board of Supervisors and the Registrar of Voters upon its adoption by the City Council.
