RECOMMENDED ACTION
Adopt resolution.
STATEMENT OF ISSUE
The City is proposing to install Rectangular Rapid Flashing Beacons (RRFB) for pedestrian crossings at three pedestrian crossings that are located at Linear Park Trail & 2nd Street, Linear Park Trail & 5th Street, and Travis Boulevard & East Bound Interstate 80 On -Ramp. The Travis Boulevard and Interstate 80 On-Ramp pedestrian crossing is located within the State of California Department of Transportation (Caltrans) right -of-way. Since the RRFB improvements will be owned, operated, and m aintained by the City, an amendment to the existing Agreement for Sharing of State Highway Electrical Facilities in the City of Fairfield (Agreement) is required.
DISCUSSION
On August 19, 1986, the City of Fairfield adopted Resolution No. 86 -247, which approved a superseding freeway maintenance agreement with Caltrans. Previously, Caltrans had identified that the existing Cost Sharing Agreement (CSA) for shared traffic signals and electrical facilities between the City and Caltrans was outdated. Additionally, Caltrans noted that the City was not sharing costs related to several other Caltrans intersections within the City. On December 6, 2022, the City Council adopted Resolution No. 2022-320, authorizing the city manager to enter
into a new CSA that supersedes the previous agreement. However, the new CSA did not include provisions regarding maintenance responsibilities for the proposed RRFB pedestrian crossings.
Subsequently, in January 2026, the City submitted a Caltrans encroachment permit appli cation to install the improvements at the pedestrian crossings. Caltrans conducted a full review and confirmed that the RRFB pedestrian crossing improvements would be under the full maintenance responsibility of the City. As a condition of issuing the encroachment permit, the City is required to execute Amendment No. 1 to the Agreement to include the Travis Boulevard & East Bound Interstate 80 On-Ramp crossing, which is fully owned and maintained by the City. After review and in consultation with the city attorney, staff recommends that the council approve and execute Amendment No. 1 to the CSA.
FINANCIAL IMPACT
Amendment No.1 will obligate the City to maintain city owned RRFB Pedestrian Crossing improvements within the State right -of-way, Amendment No. 1 to the Agreement has no financial impact on the City.

ALTERNATIVE ACTION
If the council has any questions, this request may be delayed so that staff can provide necessary information. Staff does not recommend delaying entering into the agreement because it would delay the delivery schedule for the federally funded RRFB Pedestrian Crossing Project and potentially lose grant funding.
