STATEMENT OF ISSUE
Fairfield Municipal Utility (FMU) provides water to city residents on a continuous basis and is responsible for maintaining the existing water system, as well as ensuring that it is designed to meet future growth . On May 6, 2025, the City Council adopted the Public Utility Master Plan (PUMP) through Resolution No. 2025 -70 to upgrade and manage the City’s aging water infrastructure. Actiflo is a critical step in the production of water at Waterman Water Treatment Plant (WTP) and used to purify drinking water and manage wastewater. The proposed purchase is necessary to ensure continued operation of the plant.
DISCUSSION
Actiflo is a high rate, water treatment process developed by Veolia Water Technologies to remove solids and other contaminants from water. It works by adding fine material that helps small particles clump together and settle out quickly, allowing the treatment process to operate efficiently.
The maturation mixer for the West Train of the Actiflo unit at WTP has experienced a catastrophic failure and must be replaced to continue operation. While the West Train is inoperable, the Actiflo process operates without re dundancy. Due to the Actiflo being a custom designed unit,
the replacement mixer must also be custom fabricated to meet the unit’s specific design requirements.
The City’s purchasing policy generally requires procurements of this value to be obtained through a formal competitive bidding process. However, the Fairfield Municipal Code (FMC) authorizes the council to suspend competitive bidding and approve a sole -source purchase when doing so is in the City’s best interest (FMC Sections 28.60 and 28.63). A sole -source procurement is necessary in this case due to the specialized and custom nature of the equipment.
Staff recommend the council adopt the attached resolution to suspend competitive bidding and authorize the purchase of the Actiflo micro-ballasted flocculation maturation mixer.
FINANCIAL IMPACT
The total authorization for the Actiflo maturation mixer is $259,358.65, which is the contract amount plus a 15% management reserve ($225,529.25 total purchase amount + $33,829. 39 management reserve). Funds are budgeted in the Capital Improvement Program through the Capital Water Fund (Fund 462; CPW090029).
